Description

Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time LMS Administrator Lead at Fort Bliss, TX supporting the United States Army Noncommissioned Officer Academy (USANCOA) and Sergeants Major Course (SMC).


*This position is contingent on the award of a federal contract.


Key Responsibilities:

  • Serve as the lead technical resource for LMS administration and support operations.
  • Manage LMS user accounts, enrollments, permissions, course shells, and system configurations.
  • Provide Tier II and Tier III LMS troubleshooting and issue resolution.
  • Perform compatibility testing, validation, and configuration reviews following LMS updates and patches.
  • Support content migration and platform transition activities.
  • Validate and troubleshoot SCORM and xAPI content packages.
  • Support academic workflows, gradebook management, exam administration, and student record management.
  • Develop reports, usage metrics, and data analytics supporting academic operations.
  • Create and maintain SOPs, continuity documentation, and training materials.
  • Train Government personnel, instructors, and course managers on LMS tools and processes.
  • Coordinate technical issues with Government IT personnel and system owners.

Requirements

 Minimum Qualifications:

  • Minimum three (3) years of experience administering a Learning Management System.
  • Experience with SCORM/xAPI content standards.
  • Experience configuring course shells, permissions, enrollments, and user management functions.
  • Experience performing compatibility testing, configuration validation, and Tier II/III technical support.
  • Proficient in Microsoft Office applications.
  • Ability to generate reports and analyze LMS data.
  • Ability to communicate technical concepts to non-technical users.
  • U.S. Citizen or legally authorized to work in the United States.
  • Ability to obtain Fort Bliss installation access and complete all required Army training. 

Preferred Qualifications:

  • Experience supporting Blackboard, ATIS Educate, Moodle, Canvas, or similar LMS platforms.
  • Experience supporting military educational institutions or DoD organizations.
  • Experience with LMS migration projects and content conversion efforts.
  • Familiarity with academic reporting, accreditation support, and student information systems.
  • Knowledge of Army educational systems and distributed learning environments.
