JOB OVERVIEW:

The Manufacturing Learning & Development Business Partner is responsible for leading site training and development programs that build workforce capability, support operational excellence, and drive employee engagement within a manufacturing environment. Partnering closely with site leadership and cross-functional teams, this role develops and executes training initiatives that align with key business objectives, including safety, quality, service, productivity, and talent development. Leveraging a strong understanding of manufacturing operations, the position identifies capability gaps, implements learning solutions, and drives continuous improvement through effective technical, operational, and compliance training programs.
This role is responsible for maintaining training systems, compliance requirements, and workforce readiness reporting to ensure employees possess the skills and certifications needed for success. The Manufacturing Learning & Development Business Partner also leads Site Learning and Development Specialists, coaches trainers and subject matter experts, and collaborates with operations, quality, safety, engineering, and HR teams to maintain effective, compliant, and business-aligned training programs that support both organizational performance and employee growth.

RESPONSIBILITIES:

ESSENTIAL JOB FUCNTIONS

  • Partner with site and functional leadership to develop teams and execute a comprehensive learning and development strategy aligned with business objectives, identify and prioritize operational needs, and workforce capability needs.

  • Lead the design, governance, and continuous improvement of enterprise training programs, ensuring standardized learning methodologies, consistent content delivery, and scalable development solutions across sites and functions.

  • Drive workforce capability and performance through the integration of adult learning principles, operational excellence practices, and continuous improvement methodologies.

  • Oversee learning technologies, training analytics, compliance reporting, and performance metrics, providing leadership with actionable insights on training effectiveness, workforce readiness, and organizational development outcomes.

  • Establish and maintain training governance frameworks, certification programs, and skills development pathways that support operational excellence, technical competency, regulatory compliance, and succession planning.

  • Supervise, coach, and develop hourly Site Learning and Development Specialists to ensure effective execution of learning, technical training, and compliance initiatives while promoting a culture of continuous learning and high performance.

  • Oversee daily workforce administration for direct reports, including timecard approvals, attendance management, vacation scheduling, and staffing coordination to ensure business continuity and compliance with company policies.

  • Provide training, support, and reporting related to the Learning Management System (LMS) and other training technologies, including presenting training progress, compliance metrics, and program outcomes to site leadership teams.

  • Monitor, measure, and evaluate learning program effectiveness through data-driven analysis, stakeholder feedback, and operational performance indicators, ensuring all training records are accurately documented and readily accessible for reporting and audit purposes.

  • Evaluate Site Learning and Development Specialists' performance and overall program effectiveness using facilitation best practices to strengthen workforce capability, support organizational objectives, and address site-specific training needs.

  • Manage learning-related budgets, resources, and external partnerships to maximize the return on training investments while supporting long-term talent development objectives.

  • Foster a culture of learning and continuous improvement by advancing innovative development solutions, knowledge-sharing practices, and leadership growth opportunities across the organization.

  • Develop and maintains role-specific training content using LMS knowledge modules and Training Within Industry (TWI) methodology, partnering with Safety, Quality, and other functional teams to ensure consistency, accuracy, and the delivery of required refresher training.

  • Oversee development and certification for technical roles, including electrical, mechanical, automation positions, leveraging external training partners and supporting internal talent pipelines while defining role-based training requirements, managing associated budgets, and tracking performance against established goals.

  • Drive effective delivery of training and development programs through facilitation best practices that build workforce capability and support organizational objectives.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in business, Education, HR, OD, Psychology, or a similar related discipline or eight (8) years of training or learning & development experience in manufacturing, operational fields in lieu of degree.

  • Five (5) years of training and learning experience in manufacturing, industrial, operational, or related fields as a learning & development practitioner.

  • Two (2) years of leadership experience in manufacturing, industrial, operational, or related field.

  • Experience facilitating training by communicating effectively through active listening, direct communication, and feedback surrounding site training needs.

  • Demonstrated experience analyzing training needs, identifying performance gaps and root causes, and recommending solutions to achieve desired performance outcomes.

  • Understanding of technical competencies through training and/or experience to provide perspective about prerequisites and adjacent projects to enhance learning objectives.

  • Project management skills and ability to facilitate organizing and managing multiple priorities and/or projects.

  • Experience coordinating learning and development activities within enterprise organization; perform training administrative tasks in a Learning Management System (LMS).

  • Travel regularly between Sacramento, Modesto, and Turlock locations to partner with local Learning and Development Specialists, support workforce development initiatives, facilitate training programs, and ensure consistent execution of learning and development strategies across the Manufacturing sites. Travel up to 25%.

PREFERRED QUALIFICATIONS

  • Strong knowledge of lean manufacturing methodologies and experience in one or more of the following areas: operations, food processing, quality systems, food safety, sanitation, workplace safety, or consumer packaged goods (CPG) environments.

  • Strong business acumen with the ability to align operational and people strategies to business objectives.

  • Expert knowledge and application of established L&D methodologies, instructional design models, and adult learning practices.

  • Proficient in developing multimedia training materials, including digital learning content, instructional videos, and visual learning assets utilizing video and photo editing software.

Work Environment

This is a standard manufacturing environment with exposure to noise, dust, hazardous materials, and heavy machinery in varying work and weather conditions. You may be required to occasionally climb stairs and/or ladders.
