Job Overview:
S2Tech is seeking a Senior Medicaid BI / Reporting Business Analyst to support a large-scale Medicaid pharmacy modernization initiative. This individual will serve as the liaison between business stakeholders, reporting teams, and technical resources to define reporting requirements, perform data analysis, validate reporting outputs, and support the development of operational, financial, and analytical reporting solutions. The ideal candidate will possess a strong combination of Medicaid domain expertise, advanced SQL skills, reporting and analytics experience, and business analysis capabilities. Experience supporting Medicaid Enterprise Systems (MES), MMIS, pharmacy, claims, provider, or healthcare reporting environments is highly preferred.
Responsibilities:
  • Gather, analyze, and document business requirements for reports, dashboards, and data extracts
  • Translate business requirements into detailed functional and technical specifications
  • Perform data analysis and validation using SQL
  • Map source system data elements to reporting requirements and outputs
  • Create report mockups, wireframes, and reporting specifications
  • Collaborate with business stakeholders, technical teams, data engineers, and report developers
  • Support User Acceptance Testing (UAT) and reporting validation activities
  • Identify and resolve data quality issues and reporting discrepancies
  • Document business rules, data definitions, transformation logic, and reporting processes
  • Support modernization and migration activities involving reporting and analytics platforms
  • Participate in project planning, design sessions, requirements workshops, and stakeholder meetings

Required Qualifications:
  • Bachelor's degree or equivalent experience
  • 8+ years of experience as a Business Analyst, Reporting Analyst, Data Analyst, or Business Systems Analyst
  • Strong SQL skills with the ability to query, analyze, validate, and troubleshoot data
  • Experience gathering and documenting reporting requirements
  • Experience creating functional specifications, data mappings, and process documentation
  • Experience working with relational databases (Oracle preferred)
  • Strong communication and stakeholder management skills
  • Experience supporting User Acceptance Testing (UAT) and validation activities

Preferred Qualifications:
  • Medicaid, MMIS, MES, or healthcare industry experience
  • Pharmacy Benefit Management (PBM) experience
  • Experience supporting Medicaid claims, provider, eligibility, pharmacy, or financial reporting
  • Experience with Cognos, Tableau, Apache Superset, Power BI, SAS, or similar reporting tools
  • Experience with data warehouses, reporting repositories, and healthcare analytics environments
  • Familiarity with ETL processes, data integration, and source-to-target mapping
  • Experience supporting large-scale government healthcare modernization initiatives
