About the role
Reporting to the Director, Leadership Development (to be appointed), the Project Manager will lead the project planning, implementation, and transition to ongoing day-to-day delivery of a new enterprise Leadership Development Program.

This program is a strategic priority and will be mandatory for all leaders across the organization. The Project Manager will be responsible for ensuring the program is delivered on time, at scale, and to a high standard. This role operates at the center of the initiative-coordinating across internal teams and external partners to ensure a seamless and high-impact rollout.

This is a delivery-focused role that requires strong program management discipline, stakeholder coordination, and the ability to drive execution in a fast-paced, evolving environment.

As required, this role may also provide project management support for other learning that needs to be developed and scaled across the organization (for example, AI adoption / enablement or other emerging skills).
 

What you will do

Program Delivery & Execution

  • Own the integrated project plan, including milestones, dependencies, and critical path.
  • Manage timelines and activities for the program development and implementation, ensuring alignment to timelines and priorities.
  • Monitor delivery progress, proactively manage risks, and drive resolution of issues.

Vendor & Partner Management

  • Maintain visibility on and coordinate work between Bank of Canada Learning Specialists and external vendors to ensure adherence to project timelines and meet key milestones.
  • Ensure vendors deliver against agreed scope, quality, and timelines.
  • Track deliverables and support execution of Statements of Work (SoWs).

Program Operations & Cohort Delivery

  • Plan and coordinate end-to-end program delivery, including scheduling, logistics, and participant communications.
  • Monitor progress against plans, scope and schedule.
  • Support delivery of in-person sessions and virtual components.
  • Ensure a consistent and high-quality experience across cohorts.

Stakeholder Engagement & Communication

  • Coordinate updates for senior HR leadership and key stakeholders, including quality control of internal communication products related to the project.
  • Partner with the broader Leadership & Employee Development team and other internal HR teams to support rollout and participation.
  • Maintain clear, proactive communication on progress, risks, and expectations.

Measurement & Continuous Improvement

  • Upon initial piloting and roll out, track program metrics, feedback, and outcomes.
  • Identify improvement opportunities and support program iteration.
  • Produce clear, concise reporting on program performance.

Governance & Integration

  • Support governance processes, including preparation of materials for decision-making.
  • Ensure alignment with broader HR priorities (e.g., performance management, talent development).
  • Maintain documentation of program approach, decisions, and processes.

 
What you need to succeed

  • Experience managing complex programs or projects, ideally in HR, learning, or transformation
  • Demonstrated ability to coordinate multiple stakeholders and external partners.
  • Experience supporting enterprise-wide initiatives.
  • Strong program management discipline (planning, tracking, risk management) and the ability to manage multiple workstreams and dependencies.
  • Strong written and verbal communication skills, in particular the ability to translate complex information into clear, actionable updates.
  • Ability to engage effectively with senior stakeholders.
  • Highly organized and detail-oriented.
  • Proactive and solution-focused with a bias toward delivery.
  • Comfortable navigating ambiguity and shifting priorities.
  • Foundational AI knowledge and adept at using Co-pilot and other AI tools to increase speed and quality of processes and deliverables.
  • Familiarity with Microsoft 365 tools and digital collaboration platforms.


Nice-to-have

  • Experience in learning or leadership development programs
  • PMP designation

Your education and experience
The position requires a university degree in business administration or similar program, with five to seven years of experience in a project management role or an equivalent combination of education and experience may be considered.

Language requirement
The Bank's work environment is conducive to the use of both of Canada's official languages - English and French.  The position language requirement is Level 5 (Fully Functional).  If a qualified candidate who meets the language requirement of the position is not found, a qualified candidate who does not meet the language requirement may be considered. Hybrid Work Model

The Bank offers work arrangements that provide employees with flexibility, enable high-performing teams, and support an excellent workplace culture. Most employees can telework from home for a portion of each month as part of the Bank's hybrid work model, and they are expected on site at the Bank location a minimum of 12 days per month to help build connections between colleagues. You must live in Canada, and within reasonable commuting distance of the office.

    • Salaries are based on qualifications and experience and typically range from $111,055 to $130,650 (job grade 17)
    • The Bank offers an incentive for successfully meeting expectations at  7 to 10% of your base salary. The Bank offers additional performance pay (5%) for those who exceed expectations. Exceptional performers who far exceed expectations may be eligible for higher performance pay.
    • Flexible and comprehensive benefits so you can choose the level of health and dental coverage that meets your needs
    • Extra vacation days (up to five each year) that you can purchase to add to your vacation entitlement
    • Option to join the indexed, defined-benefit pension plan after 24 consecutive months of service
