Raytheon Shipboard Missiles, a sub strategic business unit within Naval Power, is seeking a highly motivated candidate to serve as the Program Management Associate Director (AD) for the Standard Missile 3 Blk IIA (SM-3 Blk IIA) Development contract in support of Golden Dome.  This is a highly visible program within both Raytheon and the Missile Defense Agency (MDA).

The position reports directly to the SM-3 IIA Development/DMSMS Program Manager and is responsible for executing this critical development contract on time, since schedule is most important to the customer.  SM-3 Blk IIA is a critical munitions program, and this effort is the building block in capturing a key growth opportunity.  This Leader will also be responsible for establishing priorities, optimizing performance and execution, supporting both internal and external customers, ensuring the development schedule supports multiple flight tests over the next 4 years, and ensuring the strong SM-3 culture is maintained.

This Leader's responsibilities include strengthening customer relationships, managing multiple IPTs across the country, program execution, and accountability for achieving results within needed timeline. Additionally, the SM-3 IIA Development Program Manager will expand on the strong, collaborative nature of the team and work to drive continued improvement with respect to overall Raytheon performance.  The Development Program Manager has accountability for profit and loss, AOP and financial metrics.

This role leads a team with approximately 200-300 matrixed employees responsible for a $500M development effort over 4 years.

Will You Will Do: 

  • This role has direct customer program/mission/engagement accountability and customer relationship responsibilities (both internal and external) with a strong understanding of DoD, and global military customer infrastructure to shape and drive business growth. 
  • Drive growth for the future by building outstanding customer relationships (both internal and external), identifying underlying needs, maturing and finding new applications for capabilities.
  • This role is responsible for engagement and decision-making with internal and external customers. Poor decisions and/or management will impact not only the AOP for the SSBU but will impact the future of SM-3 Blk IIA. 
  • Lead all aspects of program execution, including meeting contractual requirements
  • Establish and maintain key program metrics, define program milestones/critical path, and monitor adherence to program budgets and schedules
  • Drive tactical execution while meeting strategic objectives 
  • Support the resolution of escalated program risks across the portfolio and similarly escalate as appropriate
  • Develop and lead a team of direct and indirect reports. Focus, evaluate, motivate, and reward the program team, enabling them to achieve desired results
  • This P&L leadership role is responsible for all pursuit/new business content related to the execution of the contracts. Requires ability to influence others to accept practices and approaches, and ability to communicate and influence the business leaders within multiple businesses.  This role will have significant interaction with internal and external customers, vendors and government employees and will be tasked with influencing them to accept a solution mutually agreeable by all parties.
  • Drive enhancements in execution to improve schedule. 
  • Ability to travel domestically - approx. 10% of the time

Qualifications You Must Have:

  • Typically requires a University Degree or equivalent experience and a minimum of 12 years prior relevant experience, or An Advanced Degree in a related field and a minimum of 10 years’ experience
  • Prior People Leadership & Management Experience
  • Prior Program/Project Management Experience
  • Experience with program management tools such as Earned Value Management Systems (EVMS)
  • Experience with Estimate at Completes (EACs), Risk & Opportunity, and/or IMP/IMS
  • Experience working within Defense Industry supporting the product life cycle.  


Qualifications We Prefer:

  • The leader needs to have broad and substantive management experience
  • PMP or Raytheon Program Manager 4 Certification or higher or ability to obtain within 6 months of hire
  • Understanding of the DoD acquisition environment and processes, along with MDA and/or other service branches programs (large programs preferred)
  • Demonstrated experience managing large/complex programs with experience managing program staffing, assignments, and resources
  • Capture/proposal development, negotiations and contract execution experience for US
  • Strong proficiency in developing and presenting AOP and responsibility for executing approved plans
  • Understanding of various contract types including domestic, Cost-Plus, CPIF, FFP & FPIF, and how to execute within those contract types

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels.
