Plan, organize and direct the administrative and clinical operations of the Core Laboratory departments including budget preparation, personnel, delivery of services, quality improvement and regulatory compliance programs.  Coordinates the delivery of laboratory services with the consultation of the Medical Director.

Education:
• BS or BA in Medical Technology or related field. Master’s degree in Business/Health Administration or related field preferred.
Licensure/Certification/Registry:
• Certification as a medical technologist, MT (ASCP) or equivalent required.
Experience:
• Ten or more years working experience in all phases of laboratory medicine with at least five years supervisory/management experience in a highly complex laboratory required.
Other Knowledge/Skills/Abilities:
• Excellent communication/guest relation skills.
• Working knowledge of laboratory information systems required.


  1. Directs the department’s strategic planning and program development efforts through collaboration with the Medical Director and senior management.
  1. Provides overall management of the department through the appropriate clinical supervisors.
  1. Coordinates the development, implementation, evaluation and maintenance of quality and safety standards and activities of the department.
  1. Coordinates the delivery of effective clinical laboratory services through the appropriate clinical supervisors and with the consultation of the Medical Director.

  1. Collaborates with the Director, Outreach and Pathology Labs to develop an integrated approach to laboratory facilities and functions.
  1. Develops and implements annual and long-range strategic planning goals in concert with section supervisors, administrative staff and the Medical Director.
  1. Monitors and develops new programs and testing to assure cost effective delivery of “state of the art” laboratory services.
  1. Responsible for developing and implementing departmental policies and procedures which support the provision of laboratory services within the organization.
  1. Maintains communication and cooperation with members of the medical staff in coordinating their needs within the realm of the Department of Laboratory Medicine.
  1. Interacts with the administrative staff of the physician group providing professional laboratory medicine services to the organization to ensure the effectiveness and efficiency of professional laboratory services provided within the department.
  1. Provides support and consultation to all Memorial Health System affiliates providing laboratory and pathology services.
  1. Assures compliance with all local, state, federal and national regulatory and accrediting agencies or organizations.
  1. Prepares the department’s operational and capital equipment budgets and manages expenditures. Analyzes budget variances and initiates action to manage fluctuations.
  1. Directs the business related processes relating to purchasing, inventory, invoices, charging, reimbursements, disbursements and payroll within area of responsibility.
  1. Supervises the preparation of reports, documents, statistical surveys and other data required for compliance with licensing and regulatory agencies. Uses quality improvement tools to engage staff in performance/quality improvement activities of the department.
  1. Coordinates and directs all facility planning and remodeling activities for the department.
  1. Evaluates, selects, recommends and maintains all equipment related to the laboratory operation, including all point of care testing in conjunction with the section supervisors.
  1. Administers all aspects of employee relations program within area of responsibility. Consistently and fairly interprets and enforces human resource policies of the organization.  Effectively conducts employee disciplinary procedures with appropriate documentation according to current organizational policy and employee relations law and guidelines. 
  1. Attends the hospital’s monthly departmental management meetings and conducts departmental meetings for all shifts to relay pertinent organizational activities and information to staff.
  1. Establishes effective communications throughout the department by conducting routine staff meetings, advising and discussing issues relative to the operation and advancement of the department.
  1. Supports staff and encourages them to act with appropriate authority and responsibility for the work processes in which they are involved.
  1. Supports the criteria-based performance appraisal system, completes performance appraisals in a timely manner and provides feedback to subordinates.
  1. Responsible for the development of programs that provide the recruitment, retention, development and continuing education of staff members.
  1. Encourages professional and personal growth and motivation of staff through the development of effective orientation, in-service and education programs.
  1. Guides supervisory staff in the management of situations relating to staffing, morale, work methods, procedures, and transfers and recommends action in all personnel matters.
  1. Provides feedback, support and mentoring to front-line supervisors to stimulate development of management competencies and promote professional growth.
  1. Works with clinical supervisors to develop appropriate staffing patterns to optimize the efficiency and effectiveness of departmental operations.
  1. As a member of the organization’s management team, interfaces with other management personnel to enhance the overall relationship of the laboratory with other organizational departments and functions. Solves interdepartmental problems and facilitates communications.
  1. Attends and participates in all management training and development workshops as required by the organization.
  1. Maintains and demonstrates appropriate knowledge of laboratory developments through literature and attends on a regular basis relevant laboratory professional meetings.
  1. Assists and participates in educational programs affiliated with universities, colleges, and technical schools that provide educational programs for individuals undergoing clinical training in the laboratory.
  1. Responsible for implementation of the customer service and guest relations programs within all areas of responsibility.
  1. Assumes responsibility for the implementation and conformance of Memorial Health System’s Corporate Compliance and Ethics Program in all areas of responsibility.
  1. Participates on various organizational committees and task forces as assigned.
  1. Attends meetings of professional, civic and service organizations as a representative of Memorial Health System as assigned.
  1. Performs other related work as required or requested.
