Job Description Job Description This is an opportunity to provide engineering services to a vibrant community steeped in history. Located along the Mississippi River, Muscatine has a unique location and strong, varied economic base, with a local government committed to continually improving the quality of life for its citizens. As the City Engineer, the right candidate will have the opportunity to shape the future of the city's infrastructure in projects that include sidewalk improvement, street maintenance and construction, flood protection, sanitary and storm sewers, levee improvements, trails and parks projects as well as input on many other projects.

The City of Muscatine prides itself on a positive and supportive organizational culture and teamwork. Minimum starting salary is $102,211 ($105,277 July 1, 2026) with excellent benefits including IPERS, health/dental insurance, 10 paid holidays, vacation and sick leave. The ideal candidate will be adept at handling multiple projects, communicate effectively in writing and orally, establish cooperative relationships across departments, be a supportive and motivating leader to the engineering staff.

Qualifications: Bachelor's degree in Civil Engineering or related field and a minimum of six (6) years experience in professional civil engineering work, including supervisory and administrative experience or any equivalent combination of education and experience. Registration as a Professional Engineer in the State of Iowa, or ability to acquire such registration at the time of appointment Considerable knowledge of the principles and practices of public works Considerable knowledge of the investigation, design, and construction of general public works projects Knowledge of the principles and practices of administrative management Knowledge of Iowa DOT standards; SUDAS standards; Federal, State, and local rules and regulations. Skill in planning and supervising the work of technical personnel in a manner conducive to full performance and high morale Skill in directing the preparation and maintenance of engineering records, and in preparing concise technical reports in a timely manner Skill in establishing and maintaining effective working relationships with employees, city officials, officials of other governmental agencies, contractors and the public Demonstrated skill in basic computer programs such as Outlook, Word, Excel, and AutoCad.

Possession of a current State of Iowa Driver's License upon appointment in this classification and continued maintenance of the license throughout period of employment Insurable with the City's insurance company Must reside within 30 air miles of Muscatine City limits within 6 months of employment.
