Job description

OBXtek is seeking a senior Instructional Delivery Specialist who is responsible for working collaboratively with various stakeholders in the instruction, design, development, and conceptualization of inter-directorate and intra-office curricula.  This position requires the incumbent to have professional experience working in positions of leadership and/or management. The incumbent must also have training or experience in applying best practices in instructional methodologies. The senior Instructional Specialist maintains proficiency in the instruction of all created materials while working closely with other program offices and subject matter experts to design, develop, and maintain curriculum. The incumbent requires general direction, limited supervision and mentoring, and exercises independent judgement to navigate established program policies and procedures. Major Duties: * Complete self-paced comprehensive study by mastering all courses in designated discipline and other TSE topics to teach multiple training topicscovering at least 25 instructional days of course materials, within 12 months of hire.
* Manages and evaluates instructors for certification evaluation program to ensure instructors are properly trained in current instructional methods,principles of adult learning, and applicable subject matter.
* Apply principles of Adult Learning Theory, Bloomโ€™s Taxonomy, and ELM to all phases of the curriculum design process to develop instructor-ledtraining, eLearning and blended learning.
* Serves as the Instructional Design expert at every facet of the instructional design process to design, develop, and implement training curriculum fornew course proposals, course redesign, course revisions, and instructorperformance evaluations.
* Manages course evaluations for alpha, beta, and pilot testing to ensure training curriculum adheres to the adult education standards and ELM principles.
* Manages multiple projects with overlapping requirements to provide the necessary support and weekly updates of course activities to achieve therapid development timelines.
* Provides curriculum management by maintaining all curriculum records, scheduling curriculum reviews, conducting curriculum quality controlreviews, implementing recommendations, and tracking revision history.
* Develops learning goals and objectives, lesson plans, presentations, activities, practical assessments, and other course materials for instructor-ledtraining, eLearning and blended learning.
* Leads, develops, and analyzes the needs assessments for coursedevelopment, course evaluation, and instructor evaluation to recommendtraining solutions.
* Evaluates courses and learning objectives to develop Kirkpatrick Level I, IIand III assessments as well as questionnaires and user surveys.
* Serve as an ISD instructor to facilitate and train staff on the curriculum design process, principles of Adult Learning Theory, Bloomโ€™s Taxonomy,and ELM.
* Performs instructor certification evaluations to ensure instructors are properly trained in current instructional methods, principles of adultlearning, and applicable subject matter.
* Obtain and maintain TSE-certified instructor certification within 12 months of hire. Qualifications Education/Experience Required: * Bachelorโ€™s degree with a concentration in adult learning, education, or curriculum development; masterโ€™s degree preferred.
* 8+ years of professional experience working in a collaborative environment in instructor and leadership curriculum design and development based on several of the following: instructional systems design, education and adult learning principles, ELM principles, Bloomโ€™s Taxonomy, cooperative learning, programming, and authoring tools.
* 4+ years in public speaking, delivering briefings, or instructing in formal learning environments is required.
* 3+ years of experience in supporting Department of State installations is desired.
Qualifications: * Professional knowledge in leadership training and best practices.
* Advanced knowledge level and experience working in all five phases of the Instructional Systems Design model and creating assessments.
* Demonstrated skill of shifting approach in response to the demands of changing situations.
* Strong interpersonal and organizational skills; high attention to detail, selfstarter, results driven, and ability to follow through on details are essential.
* Excellent writing, proofreading, and design skills to develop training course materials.
* Excellent organizational and time management skills.
* Must possess excellent written and spoken use of the English language.
* Professional proficiency in Microsoft 365 and SharePoint applications.
