Responsible for hospital wide operational through-put oversight, and management of staffing and support resources. Responsible for providing front line leadership for operational and financial management, public and internal staff relations in support of program leadership and/or executive staff.

JOB RESPONSIBILITIES
Essential
Demonstrates a knowledge and understanding of: Joint Commission standards California's Nursing Practice Act Applicable sections of Title 22 and 17 Applicable Federal guidelines and regulations including HIPPA Policies and procedures for areas supervised Outside sources of information and needed services National standards for areas supervised.
Uses quality of care/performance improvement activities to initiate changes in nursing practice and maintain quality human resources: Participates in the development of patient care policies, procedures, protocols and standards which guide and support the provision of service using Kaweah Health process and format. Holds staff accountable for meeting standards of nursing practice and patient care. Coaches and develops staff to continuously improve patient care. Reports same to unit manager. Investigates patient care errors and issues as soon as possible, develops a plan of response, and carries out the plan with feedback to appropriate Director/Manager. Uses the NOE process as the primary mechanism for identifying unusual occurrences in the department. Confers with the Kaweah Health Risk Manager when appropriate. Reports sentinel events immediately. Contributes to the continuous improvement of patient care and service. Assesses and improves staff performance. Uses patient satisfaction data to improve care and service. Identifies intra- and inter-disciplinary and departmental improvement activities. Responsible for knowledge of staff competencies prior to patient placement. Utilizes HR policies and procedures to ensure Kaweah Health employment standards are met.
Responsible for the quality of care in area of supervision: Organizes patient care and service in areas supervised in collaboration with the Directors/Nurse Managers and in congruence with the Kaweah Health and unit plan for patient care, based on available staff and the needs of the patient. Responds to unexpected staff shortages by maximizing available resources and assisting staff in the prioritization of patient care needs. Reversely, re-evaluates and decreases staff as census dictates. Understands the principles of utilization and case management. Ensures that patient care needs are met in a timely manner and that patient care is coordinated across the continuum of services and sites. Demonstrates awareness of the needs and preferences of the medical care providers and provides excellent service. Monitors patients daily through rounds and feedback. Knows and utilizes the Medical Staff and Kaweah Health chains-of-command. Identifies performance or education issues through observation, monitoring patient care outcomes and processes, and promptly communicates concerns to appropriate Nurse Manager. Assesses float staff and determines the minimal competencies for staff floated into all areas.
Provides adequate staff resources for carrying out the plan of care: Knowledgeable of staffing plan. Accountable for the appropriate utilization of staff resources to meet patient care needs. Contributes to staff development by encouraging continuing education and in-service. Coaches staff involved in patient care errors or problems and follows through on counseling and discipline, if necessary.
Demonstrates knowledge of patient classification tools and Title 22 requirements related to patient classification and patient/staff ratios. Ensures there is congruence between the patient classification tool, staffing standards and budgeted staffing. Uses the patient classification to direct staffing.
Communicates effectively with key constituencies: Seeks and listens to feedback from key stakeholders: patients, physicians, staff, and other departments/units. Communicates effectively with other patient care leaders. Communicates and cooperates with Nurse Managers, Directors and Staffing Facilitators to ensure patient care and staffing resources are coordinated. Actively participates in assigned meetings and projects. Responds promptly to communication from others. Uses e-mail responsibly. Fosters participation in decision-making. Develops and promotes productive relationships with Medical Staff.
Practice is guided by the Code for Nurses: Decisions and actions on behalf of patients/ residents and staff are determined in an ethical manner. Maintains patient confidentiality within legal and regulatory parameters. Acts as a patient advocate and coaches/ mentors staff in advocating for patients. Role models the delivery of patient care in a nonjudgmental and nondiscriminatory manner that preserves patient autonomy, dignity, and rights.
Demonstrates the knowledge and skills necessary to provide care and services appropriate to the population served on the assigned unit or work area. Knowledgeable of growth and development for all patient/family cultural, linguistic, spiritual, gender, and age specific needs. Able to effectively communicate and care for patient and family as reflected in the Plan for Provision of Care.
