Summary


Responsible for monitoring, coordinating, tracking, and reporting of Equal Employment Opportunity (EEO), Prevailing Wage and Certified Payroll and good faith outreach for KACC. Responsible for all reporting and filing requirements related to Federal, State and Local levels related to EEO/AA, etc.


Essential Duties and Responsibilities


Compliance Oversight & Execution



  • Owns the accurate and timely filing of all Federal, State and Local required reporting and filings, to include but not limited to: EEO-1, Federal and State AAP, City reporting and filings, Vets 4212, Equal Pay Certificates, etc.

  • Works closely with the Legal team to ensure accuracy of filing and reporting, as well an ongoing monitoring for legislative/regulatory changes, new legislation, etc.

  • Works closely with Legal to review KACC project contracts for goaling, reporting, and other mandatory components for compliance and payment purposes.

  • Establish project documentation for new construction initiatives ensuring compliance with EEO requirements, including Rider H-1, prevailing wage, WMBE vendor outreach, and related documentation.

  • Communicate project-specific compliance requirements to subcontractors, focusing on EEO and prevailing wage standards.

  • Oversee and manage compliance systems for certified payrolls and workforce utilization reporting; maintain relationships with system administrators.

  • Review certified payrolls and coordinate with subcontractors on restitution required for non-compliance.

  • Compile, review, and submit reports on certified payrolls, workforce utilization, DBE spend, TERO, and other compliance metrics.

  • Collaborate with Project Accountants, Project Managers, labor unions, and government agencies to resolve compliance issues.

  • Distribute, track, and follow up on subcontractor compliance documentation, addressing non-compliance issues as needed.

  • Maintain project-specific compliance tracking schedules.

  • Partner with construction teams to oversee and manage Diverse-owned Business Enterprise (DBE) spend reporting on assigned projects.


Business Development & Proposal Support



  • Support Business Development and Marketing in RFP/RFI processes by providing diversity and inclusion expertise for proposals and project interviews.


Supplier Diversity & Outreach



  • Lead KACC’s internal Supplier Diversity and Vendor Outreach Program; track and report progress monthly to project managers and senior leadership.

  • Participate in local outreach initiatives to strengthen diverse talent pipelines for direct hires, trade positions (via subcontractors and affiliated unions), and DBE subcontractors.

Required Knowledge, Skills and Abilities:



  • An Associate or Bachelor’s degree in a related field or equivalent years of relevant work experience.

  • A minimum of two years of EEO compliance experience.

  • Demonstrated strong computer proficiency (MS Office 365– Word, Excel, PowerPoint, and Outlook).

  • Excellent verbal and written communication skills, including ability to effectively communicate with internal and external customers.

  • Ability to work under pressure and meet deadlines, while maintaining a positive attitude and providing exemplary customer service.

  • Ability to handle sensitive information and maintain confidentiality.

  • Ability to use time productively.

  • Ability to maintain compliance with all company policies and procedures.

  • Ability to possess and maintain exceptional work ethic as well as uphold company values and demand the highest standard of conduct from self and others.

  • Ability to read and comprehend instructions, correspondence, and memos. Ability to write correspondence as needed. Ability to effectively present information in one‑on‑one and small group situations to customers, clients, and other employees of the organization.

  • Ability to read and comprehend routine financial statements.


Preferred Knowledge, Skills, and Abilities:



  • A minimum of four years of experience in accounting, compliance, administration, or another related field. Experience in the construction industry.

  • Knowledge of LCP Tracker, B2GNow, SmartCOMP, Elations and other reporting systems

Pay Range: $65,000 to $85,000 annually, plus discretionary incentive program.


While the range listed represents the anticipated hiring range for this position, offers at the upper end of the range are uncommon. Pay is based on many factors including but not limited to education, skill, experience, training, certifications, and other business needs.
