Job Summary

VSolvit is looking for a candidate to join our dynamic Business Development group as a Proposal Writer 3. The Proposal Writer 3 is a senior-level contributor supporting the proposal development team to develop written deliverables required for sources sought notices (SSNs), requests for information (RFIs), requests for proposals (RFPs), solicitation responses, and other Federal government technology enabled solutions contracting opportunities, particularly leading the creation of highly technical, complex, or strategic written responses. The role may also mentor junior writers and assist in the development of proposal writing standards. As VSolvit is a technology enabled solutions provider offering frontier solutions to our customers, the Proposal Writer 3 will embrace artificial intelligence (AI) as a tool that can greatly increase the capacity and efficiency of a writer as the human in the loop, allowing the Proposal Writer 3 to reinvest those time savings in higher-level strategic thinking. This position also develops narratives in collaboration with Capture Managers, technical subject matter experts (SMEs), and program staff and ensures alignment with win strategy and evaluation criteria. The Proposal Writer 3 is an integrator of AI content, SME input, and other available materials using their professional judgment to communicate key messages, tell VSolvit’s story, and own outcomes. This position will work daily at the direction of Proposal Managers.

The candidate will be working in a fast-paced environment and must be able to adapt to changing priorities and needs to support the team. As with any position, additional expectations exist. Some of these include, but are not limited to, adhering to normal working hours, meeting deadlines, following company policies as outlined by the Employee Handbook, communicating regularly with assigned supervisor(s), staying focused on the assigned tasks including company meetings, and completing other tasks as assigned.

Candidates for this position must be eligible to attain a security clearance.

Responsibilities
  • Develop staffing requisitions / labor category descriptions in accordance with key personnel labor category requirements
  • Collaborate with Capture and Proposal Managers to implement win themes
  • Develop and write resumes for proposed key and non-key personnel required for proposal submissions
  • Develop and write past performance and previous contract experience volumes required for proposal submissions
  • Develop and write management approach plan responses required for proposal submissions
  • Develop and write technology solution technical approach responses required for proposal submissions
  • Develop and write other requirements required for proposal submissions
  • Develop and write responses required for SSN and RFI submissions
  • Ensure content clarity, technical accuracy, persuasiveness, and compliance with solicitation instructions
  • Develop response templates in accordance with SSN, RFI, RFP, and solicitation instructions and company templates
  • Help maintain corporate knowledge management repositories, past performance libraries, and technical approach best practices documents
  • Interview technical subject matter experts, contract program managers, and other corporate leadership in the development of writing deliverables
  • Research topics to understand technology solution areas such as software development, systems engineering, data warehousing, business intelligence, cybersecurity and information assurance, cloud application migration, and other technology enabled solutions
  • Use corporate approved generative artificial intelligence (GenAI) tools to research writing subject areas and develop content ideas
  • May support other department writing tasks such as marketing development and general copy editing
  • Mentor and review work of junior writers
Basic Qualifications
  • Bachelor’s degree in Journalism or English
  • Strong analysis and interpretive skills
  • Strong ability to learn technical nomenclature
  • Strong interviewing skills used to elicit information from SMEs
  • Proven ability to work within a team environment
  • Ability to multitask and prioritize multiple concurrent work requirements
  • Ability to meet strict deadlines consistently
  • Proficiency in Google Workspace (Gmail, Google Docs, Google Sheets, Google Slides, Google Drive)
  • Proficiency in Microsoft (MS) Office (MS Word, MS Excel, MS PowerPoint)
  • Proficiency in use of GenAI tools (Gemini, ChatGPT) and GenAI proposal platforms (AutogenAI, Sweetspot, GovEagle, PSci.AI) as part of the writing process
  • 6+ years of previous work experience writing responses to Federal RFPs, SSNs, and RFIs
  • Proven ability to develop persuasive, compliant, and technically accurate content
  • Experience working on complex IDIQ, GWAC, and task order submissions
  • Must be a U.S. Citizen
  • If applicable: If you are or have been recently employed by the U.S. government, a post-employment ethics letter will be required if employment with VSolvit is offered
Preferred Qualifications
  • Prior training or certification from the Association of Proposal Management Professionals
  • 4 years' previous work experience supporting a technology solutions provider company
  • Experience writing proposals for DoD/DoW, VA, DHS, or Intelligence Community customers
  • Technical background in Agile software development, systems engineering, data warehousing, business intelligence, cybersecurity and information assurance, or cloud application migration
