Responsibilities
Noblis is currently seeking a Systems Engineer for our Surface Transportation Program.
Do you want to be involved with making automated and connected vehicles a reality? How about helping to manage Federal Highway Administration's (FHWA) programs that use state of the art communications and information technologies to make our roads smarter and connect our vehicles with each other and the roadside? Would you like to be actively engaged in a challenging and rewarding work environment, working with smart, passionate, and motivated people at the intersection of technology and operations for our nation's surface transportation system? If you answer "yes" to all the above, this is the job for you!
This is an opportunity for someone with a background and experience in systems engineering (SE) to support the FHWA's Intelligent Transportation Systems (ITS) programs. Noblis provides technical and programmatic support to the ITS Joint Program Office by overseeing multiple contractors performing standards development, deployment, and maintenance. ITS communication / interface standards play a key role in the deployment of interoperable intelligent transportation systems.

As a member of this dynamic team you will participate in the following activities:
  • Systems engineering content development, to include concepts of operations, requirements, and system design elements
  • Analysis of SE documentation developed by Standards Development Organizations (SDOs), ITS Funded Deployment Programs
  • SE analysis of user needs, requirements and design detail; performing traceability checks and thread assessments
  • Developing white papers and presentations on topics relevant to SE
  • Evaluating standards deployment outreach tools
  • Reviewing project specifications and design documents to determine their conformance to ITS standards
  • Planning, developing and executing interoperability field tests on ITS technologies

Required Qualifications
Minimal Requirements:
  • BS in a related technical area (Systems Engineering, Software Engineering, Computer Science, Electrical Engineering, or Information Systems, Transportation Engineering, etc.)
  • Strong analytical ability required
  • Experience in developing products and systems (hardware, software, or both)
  • Excellent oral and written communication skills required
  • Strong professional, interpersonal, and organizational skills
  • Experience with transportation systems
  • U.S. Citizen or U.S. Permanent Resident with at least 3 years residency in the United States

Candidate demonstrates the following:
  • Writes a variety of technical documents and prepares briefings
  • Develops skills in peer reviewing publications
  • Works independently to determine approach to and technical objectives of work assignments
  • Ensures client objectives for quality, schedule, and budget are met or exceeded through direct and creative approaches
  • Interacts with senior client representatives on significant technical and project matters
  • Identifies and develops solutions to program problems

Desired Qualifications
  • Some work experience in System Engineering (SE) field
  • Experience with developing concept of operations, system requirements specifications, or business processes.
  • SE Certification such as Associate Systems Engineering Professional (ASEP)
  • Familiarity with ITS, Transportation, Connected and Automated Vehicle (CAV) technologies and V2X communication
  • Hands-on experience with systems engineering activities such as requirements analysis and traceability
  • Experience collaborating with government agencies, standards bodies, or multi-contractor teams

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $71,800.00 - USD $112,150.00 /Yr.
