PSE's IT Application Solutions team is looking for qualified candidates to fill an open Senior EMS Application Configuration Analyst position!

Job Description

Puget Sound Energy is seeking a highly motivated Senior Application Configuration Analyst to support and enhance our next-generation Energy Management System (EMS) based on the Emerson OSI Monarch platform. This role is instrumental in ensuring the reliability, availability, and continuous improvement of mission-critical applications that enable safe and reliable operation of the electric transmission grid serving our customers across Washington State.

The successful candidate will serve as a technical leader, partnering with System Operations, Engineering, IT, Cybersecurity, and business stakeholders to configure, implement, support, and optimize EMS applications. This position requires strong analytical skills, hands-on application configuration experience, and the ability to translate business and operational requirements into effective technology solutions within PSE's highly regulated utility environment.

Job Responsibilities
  • Analyze, configure, implement, and support Emerson OSI Monarch EMS applications and related operational technology solutions.
  • Partner with Transmission Operations, Engineering, Operations Technology, and business stakeholders to gather requirements and deliver scalable solutions.
  • Configure and support EMS applications including SCADA, Network Applications, ICCP interfaces, Real-Time Database, displays, alarms, calculations, and system integrations.
  • Develop functional specifications, configuration documentation, test plans, and implementation strategies.
  • Lead application testing, system upgrades, production deployments, and operational readiness activities.
  • Troubleshoot and resolve complex production issues in a 24x7 mission-critical environment.
  • Support system integrations with enterprise applications including GIS, Outage Management, Historian, market systems, and other operational platforms.
  • Ensure compliance with NERC CIP, FERC, cybersecurity, and corporate governance requirements.
  • Mentor junior analysts, promote best practices, and contribute to continuous process improvement and technical standards.
  • Collaborate with vendors and project teams during modernization initiatives, system upgrades, and future EMS enhancements.
  • Works to create Centers of Excellence based on best practices and contributes to PSE's overall IT strategy

Minimum Qualifications
  • Bachelor's degree in Computer Science, Industrial Engineering, Business Administration, or related field.
  • 5+ years IT experience, including several years of systems development experience in the design and development of department-wide or enterprise-wide applications.  
  • Detailed understanding and experience: 5+ years hands-on systems experience in one or more (specialized technical requirements as shown in technical addendum) modules appropriate for the job (or other related functional area experience).
  • Possesses full technical knowledge of phases of software development life cycle.
  • Advanced knowledge of Microsoft Office.
  • Knowledge of systems and/or business analysis design concepts. Demonstrated proficiency in the applied use of systems and process analysis tools. Full system life cycle experience, including development lifecycle methodologies.
  • Ability to facilitate interactive design and functional specification sessions.
  • Highly developed interpersonal, written and verbal skills with an ability to express complex technical concepts in business terms. Excellent technical writing and system documentation skills
  • Strong analytical problem-solving and conceptual skills. 
  • Demonstrated project management skills for smaller projects. 
  • Must be a "team player" able to work with management in developing and implementing new processes and enabling systems.  Able to work with end user groups to define application needs and identify feasible solutions. 
  • Proactive, self-motivated with the ability to motivate others and a customer-focused service attitude.
  • Good organizational skills, with the ability to meet objectives and effectively multi-task.
  • Ability to work with all levels of the organization, both technical and non-technical. 
Desired Qualifications
  • Experience implementing or supporting Emerson OSI Monarch EMS.
  • Experience supporting electric utility Transmission or Generation Operations.
  • Knowledge of SCADA, State Estimation, Contingency Analysis, AGC, ICCP, Dispatcher Training Simulator (DTS), and Network Applications.
  • Knowledge of NERC CIP, FERC, and utility regulatory requirements.
  • Experience with SQL, scripting, REST APIs, or enterprise system integrations.
  • Experience participating in EMS implementations, upgrades, or modernization programs.
  • Experience working in Agile project environments.

The pay range for this position is $103,100.00 - $181,300.00, and this position is eligible for annual goals based incentive bonuses.
