Index Analytics, LLC, is a rapidly growing, Baltimore-based small business providing health-related consulting services to the federal government. The Junior Data Analyst supports data-driven decision-making and operational improvement by analyzing data, evaluating business processes, and delivering actionable insights that improve efficiency, data quality, and program outcomes. This role integrates data analysis with business process analysis to ensure workflows, data capture practices, and reporting outputs are aligned and produce accurate, consistent, and measurable results.
The Analyst identifies process inefficiencies and data gaps, defines performance metrics, and translates findings into standardized workflows, improved data collection practices, and targeted recommendations. The role also supports reporting, system requirements, and continuous improvement efforts by ensuring alignment between business processes, data structures, and technology capabilities.
This position requires an in-person interview at our HQ.
Responsibilities
  • Collect, validate, and analyze data from multiple sources to support operational decision-making, performance monitoring, and program outcomes
  • Develop reports that communicate trends, risks, and performance insights to technical and non-technical stakeholders
  • Define, track, and maintain KPIs, baselines, and performance metrics aligned to business and operational goals
  • Analyze and document current-state business processes to identify inefficiencies, control gaps, and inconsistent workflows
  • Evaluate how data collection practices impact process performance, data quality, and reporting accuracy; recommend improvements to strengthen data integrity
  • Identify gaps in data capture, documentation, and system workflows that lead to incomplete, inconsistent, or unreliable data
  • Translate analytical findings into actionable recommendations, including process improvements, workflow standardization, and data collection enhancements
  • Support development of standardized procedures, intake guidance, and prioritization frameworks to improve consistency, efficiency, and decision-making
  • Perform trend and root cause analysis to identify systemic issues, recurring drivers, and opportunities for continuous improvement
  • Establish and support feedback loops that link data insights to operational changes, training, and process refinements
  • Collaborate with stakeholders to gather requirements and ensure alignment between business processes, data structures, and system capabilities
  • Support system design, testing, and enhancement by defining business and data requirements and validating that tools enable accurate data capture and reporting

Required
  • U.S. citizen or otherwise authorized to work in the United States and able to demonstrate physical residency in the U.S. for at least three (3) of the past five (5) years. Must be able to obtain a U.S. Federal government client badge and pass a government Public Trust.
  • Bachelor's degree in Analytics, Business, Education, Human Services, or a related field (or equivalent experience) with one (1) or more years of relevant work experience.
  • Strong data analysis, reporting, and performance measurement skills
  • Ability to analyze both data and business processes to identify gaps and improvement opportunities
  • Advanced proficiency with excel spreadsheets for analysis and reporting
  • Ability to communicate complex findings in clear, plain language
  • Strong stakeholder collaboration, requirements gathering, and documentation skills
  • Attention to detail with a focus on data quality and process accuracy

Preferred
  • Experience with data visualization tools (e.g., Power BI, Tableau)
  • Proficiency in SQL for data querying and analysis
  • Familiarity with data governance, compliance, and audit-supporting environments
  • Experience supporting Agile or iterative delivery models
