GENERAL SUMMARY: The Scheduler is responsible for developing, maintaining, and analyzing integrated master schedules for ship repair, maintenance, and construction projects. This position requires expert-level proficiency in Microsoft Project and a strong background in earned value management (EVM) to support effective project performance monitoring and reporting.
LOCATION: Chula Vista, CA
KEY RESPONSIBILITIES:
  • Develop and maintain resource-loaded integrated master schedules (IMS) using Microsoft Project for ship repair, overhaul, and new construction or fabrication programs as applicable
  • Perform critical path analysis, schedule risk assessments, and what-if scenarios to support program decision-making
  • Collect, validate, and integrate schedule status updates from project managers, trade supervisors, and subcontractors
  • Calculate and report earned value metrics including:
    • Budgeted Cost of Work Scheduled (BCWS/PV)
    • Budgeted Cost of Work Performed (BCWP/EV)
    • Actual Cost of Work Performed (ACWP/AC)
    • Schedule Variance (SV) and Cost Variance (CV)
    • Schedule Performance Index (SPI) and Cost Performance Index (CPI)
    • Estimate at Completion (EAC) and Variance at Completion (VAC)
  • Prepare and deliver weekly project performance reports to program management and government customers, including schedule status, variance analysis, and recovery recommendations
  • Identify schedule risks and develop mitigation strategies in coordination with project teams
  • Support Integrated Baseline Reviews (IBRs) and schedule compliance audits
REQUIRED QUALIFICATIONS:
  • Experience: Minimum 5 years of program control/scheduling experience in ship repair, shipbuilding, or marine construction environments or similar industry background
  • Technical Skills:
    • Expert proficiency in Microsoft Project (resource loading, baseline management, earned value integration)
    • Strong working knowledge of EVMS principles per ANSI/EIA-748
    • Proficiency in Microsoft Excel for data analysis and reporting
  • Clearance: Ability to obtain and maintain a Secret security clearance preferred
PREFERRED QUALIFICATIONS:
  • Education: Bachelor's degree in Engineering, Business, or related field (or equivalent experience)
  • Experience supporting U.S. Navy maintenance availabilities (CMAV, PMAV, DPMA, DSRA, SRA, or other CNO-directed projects)
  • PMI Scheduling Professional (PMI-SP) or Planning & Scheduling Professional (PSP) certification
  • Experience with Deltek Cobra, wInsight, or similar EVM tools
  • Familiarity with NAVSEA or MSC reporting requirements (i.e., NAVSEA Standard Items 009-060, 009-111, etc.)

SALARY RANGE: $90,000 - $110,000 per year
In determining compensation, various factors will be considered, including but not limited to, educational background; relevant experience, knowledge, skills, and abilities, market factors; and geographic location.
