Celestar Corporation is seeking an Expert All-Source Analysis (General Support) to support The U.S. Army Intelligence and Security Command (INSCOM) under the United States Army Counterintelligence Command (USACIC) Analytical Support Contract. Responsibilities:
• The All-Source Analysis (General Support) shall provide general military intelligence analysis and organizational expertise dealing with threats to the US Army/DoD interests worldwide.
• Conducts analysis using intelligence and information from multiple HUMINT, IMINT, OSINT, MASINT, GEOINT etc., to assess, interpret, forecast, and explain a range of national security issues and developments that are regional or functional in nature.
• Provides all-source analytic support to collections, operations, investigations, and other defense intelligence analytic requirements.
• Conduct all-source research and threat analysis of CI, CT, force protection, and information operations of foreign military forces and their operations, capabilities, activities and trends to support all-source intelligence and threat production, particularly in the areas of threats to US Army and DoD equities.
• Provide support to CI investigation through liaison with Counterintelligence Agents and other members of the DoD and intelligence community.
• Provide record checks, data research and social networking analysis through the use of intelligence and law enforcement databases and search engines.
• Provide in-depth research regarding biographical intelligence in order to aid investigations, support subject interviews, and case development.
• Conduct research, digital mapping programs and research tools, to include Open Source (OSINT) and classified searches.
• Analyze intelligence information to assess developments, trends, and threat through comprehensive knowledge of intelligence analysis tradecraft, to include forecasting and/or other analytical methodologies.
• Analyze terrorist and FIE threats to US Army Forces, programs and operations.
• Provide recommendations on techniques and innovative methods employed in threat analysis and protection.
• Research and analyze military, political, economic, technical and other developments within assigned areas to conduct valid threat assessments.
• Identify intelligence gaps and assist in the development of intelligence collection programs.
• Advise team leaders and chain of command on intelligence findings.
• Plan, coordinate, and synthesize research to prepare all-source intelligence products and responses.
• Ensure products fulfill DA, DoD, and national - level intelligence requirements.
• Brief intelligence assessments and positions to senior ACIC personnel.
• Develop recommendations regarding the development and maintenance of SOPs for assigned tasks.
• Assess information from the IC-wide reporting elements to de-conflict information, identify the value of reporting, assess whether the information addresses requirements and contribute to collection.
• Produce technical analysis white papers and presentations in support of ongoing investigations to identify intelligence gaps and leads for investigations.
• Answer production requirements and RFIs; identify intelligence gaps and write consumer evaluations of raw reporting; and prepare and present briefings related to assigned areas of responsibility.
• Produce analysis white papers and presentations from historical investigations.
• Conduct investigative trend analysis in order to allow Government leadership to focus investigative resources.
• Produce analytical information reports from reviews of investigative and IC database searches in support of ongoing national security investigations and insider threat reports.
Required qualifications/skills:
• Minimum education and years of experience requirements:
o High School Diploma: 30 years of relevant experience with at least a portion of the experience within the last 2 years.

o Associates Degree: 24 years of relevant experience with at least a portion of the experience within the last 2 years.
-OR-
o Bachelors Degree: 22 years of relevant experience with at least a portion of the experience within the last 2 years.
-OR-
o Masters Degree or higher: 20 years of relevant experience with at least a portion of the experience within the last 2 years.
• A minimum of a bachelor's degree and
• Experience as a civilian or military all source intelligence analyst and
• Completed a foundational intelligence analyst course such as:
o a DOD Intelligence Analyst Course, All Source Intelligence Analyst MOS, DHS Basic Intelligence and Threat Analysis Course, ODNI Analysis 101, or completed a Certified Defense All-Source Analysis (CDASA) professional certification.
• Must have at least eight (8) years of experience in one or more of the following areas.
1. Regional experience in one or more of the following areas:
i. China, Iran, North Korea, Russia
1. -OR-
ii. Or Functional experience in Threat Finance, Cyber Intelligence Analysis.
2. Experience as an All-source intelligence analysts in the planning, collection, and implementation of all intelligence disciplines across the full spectrum of operations that includes imagery, signals, measurements, human, and open-source data into information to support national defense.
3. A proven track record of fusing multidisciplined tools and databases for all-source analysis production.
