Job Summary

Catholic Housing Communities manages a portfolio of over 2,800 affordable housing units in Eastern Washington. The Development Business Analyst is responsible for assisting the VP of Asset Management & Development with creating the Development & Asset Management policies and procedures which will deliver the creation and long-term preservation of Catholic Housing Communities assets. To succeed in this role, you must be highly organized, detail-oriented and motivated with ambition and skills for detailed documentation. In addition, you should have a technical and analytical background and way of thinking while also being able to explain complex concepts to non-technical users.


Job Duties/Responsibilities

To perform this job successfully, an individual must be able to satisfactorily perform each of the essential duties/responsibilities listed below.  Reasonable accommodation may be provided to enable individuals with disabilities to perform the essential duties/responsibilities of this job. 

  1. Support the agency’s development process through identifying and applying for grants/financing, developing project proformas, and ensuring compliance with funder requirements.
  2. Collaborate with property operations, compliance, and finance teams to ensure developments are designed for operational success.
  3. Work with community partners including local governments, public housing authorities, parishes/community churches, neighborhood organizations, advocacy groups, service providers and others to support the success of agency developments.
  4. Support the development process through all stages of development including pre-development due diligence, financial closing, construction, lease-up, and transition to operations/stabilization. Tasks include and are not limited to reading/interpreting third party reports, negotiating contracts, understanding and applying funder requirements, developing/reviewing draws on financing/grants, and managing funder checklists (PIS).
  5. Support the development and implementation of the agency’s long-term asset management plan.
  6. Assess the financial impacts of different business decisions related to operating and capital expenditures.
  7. Work with internal stakeholders to develop and drive adoption of positive process changes in the organization’s development and rehab workflows.
  8. Provide project management and compliance oversight for local, state, and federally funded capital projects.
  9. Perform other related duties and responsibilities as
  10. Uses appropriate administrative, fiscal, physical, and technical safeguards to ensure the confidentiality, integrity, and security of CCEW client protected health information (PHI), per regulations outlined in the Health Insurance Portability and Accountability Act of 1996 (HIPAA).

  12. As a mandated reporter, follows all procedures outlined in agency policies and procedures to report to the proper agency when there is suspicion and/or confirmation that a child or adult has been a victim of abuse or neglect.

Job Qualifications

To perform this job successfully, an individual must meet the minimum qualifications listed below.  These qualifications are representative of the knowledge, skill and/or ability required to perform this job.

Education/Experience: 
to perform this job successfully, an individual must have a bachelor’s degree in accounting, finance or an equivalent combination of education and experience. Three to five years as a Business Analyst working within multifamily housing or an adjacent industry is preferred but not required. Certification as a Housing Asset Manager (CHAM) or equivalent certification or ability to secure such certification within 6 months of employment.

Certificates/Licenses: MS Office certifications are preferred but not required
