Commissioning Team - High-Tech Memory Manufacturing Facility
FusionIRX is seeking a highly accomplished IT/Telecom Network Subject Matter Expert to support the Commissioning Team on a large-scale, high-tech memory manufacturing facility in Boise, Idaho.
This senior-level contractor will provide technical leadership and commissioning expertise for the facility's information technology, telecommunications, structured cabling, network infrastructure, and related low-voltage systems. The successful candidate must be recognized as an expert within the IT/telecom industry and bring significant experience supporting the design, installation, testing, commissioning, integration, and turnover of complex network systems in semiconductor, advanced manufacturing, mission-critical, data center, pharmaceutical, or similarly sophisticated environments.
The IT/Telecom Network SME will serve as a trusted technical authority for the commissioning team, owner, contractors, design professionals, vendors, and operations stakeholders. This individual will help ensure that systems are installed correctly, fully tested, properly documented, integrated with related facility systems, and ready for reliable operation at turnover.
Key Responsibilities
Technical Leadership
- Serve as the Commissioning Team's principal technical authority for IT, telecommunications, structured cabling, and network infrastructure.
- Provide expert guidance throughout construction, installation, testing, commissioning, turnover, and operational-readiness activities.
- Review project requirements, design documents, specifications, drawings, submittals, network diagrams, riser diagrams, equipment schedules, and control narratives.
- Evaluate system designs and installation approaches for functionality, constructability, maintainability, reliability, scalability, and compliance with owner requirements.
- Identify technical risks, design gaps, coordination conflicts, and installation deficiencies before they affect commissioning, startup, or turnover.
- Provide technically sound recommendations to resolve complex network and telecommunications issues.
- Support project leadership with technical evaluations, decision-making, issue escalation, and risk mitigation.
Systems and Infrastructure
Provide commissioning oversight and subject-matter expertise for systems that may include:
- Enterprise network infrastructure
- Core, distribution, and access-layer networks
- Local-area and wide-area network connectivity
- Fiber-optic and copper structured cabling
- Telecommunications rooms, main distribution frames, intermediate distribution frames, and equipment rooms
- Network racks, cabinets, ladder racks, cable trays, patch panels, and cable-management systems

Commissioning Planning and Execution
- Develop, review, and support implementation of IT/telecom commissioning plans, procedures, checklists, test scripts, and acceptance criteria.
- Confirm commissioning requirements are aligned with owner project requirements, basis-of-design documents, specifications, applicable standards, and approved submittals.
- Participate in commissioning planning meetings, design reviews, constructability reviews, installation-readiness reviews, and system turnover discussions.
- Establish commissioning priorities based on construction sequencing, energization, system availability, and operational-readiness milestones.
- Coordinate commissioning activities with construction management, quality assurance, electrical, controls, security, life safety, facilities, manufacturing, and operations teams.
- Review system boundaries, interface requirements, testing prerequisites, and turnover responsibilities.
- Verify that commissioning activities are appropriately sequenced and integrated with the overall project schedule.
- Support development and maintenance of commissioning schedules, system trackers, completion matrices, and status reports.
Installation Verification and Quality Oversight
- Perform field inspections and system walkdowns to verify installation quality and compliance.
- Confirm equipment, cabling, labeling, routing, terminations, grounding, bonding, clearances, access, and environmental requirements meet project standards.
- Verify network rooms and telecommunications spaces are complete, secure, clean, conditioned, powered, grounded, and ready for equipment installation or startup.
- Review installation records, inspection reports, cable-test reports, equipment certifications, and quality documentation.
- Identify deficiencies, incomplete work, deviations, and nonconforming installations.
- Generate or support punch-list items and track issues through corrective action and closure.
- Coordinate with quality personnel, trade contractors, vendors, and project stakeholders to resolve field issues.
- Verify corrective work has been completed and properly documented before acceptance.
Testing and Functional Verification
- Witness and evaluate vendor, contractor, and integrator testing activities.
- Review fiber-optic test results, including optical time-domain reflectometer and power-meter testing where applicable.
- Review copper-cabling certification results and verify compliance with project performance requirements.
- Confirm network equipment configuration, connectivity, redundancy, failover, monitoring, and alarm functions are tested.
- Support end-to-end verification of network pathways, devices, interfaces, and connected systems.
- Verify network redundancy, resilient architecture, backup power, recovery, and fault-response functions where required.
- Evaluate testing results and determine whether systems meet functional and performance expectations.
- Coordinate troubleshooting of failed tests, communication errors, configuration issues, interface problems, and intermittent system behavior.
- Confirm deficiencies are retested and successfully closed.
- Maintain clear records of witnessed tests, findings, corrective actions, and final acceptance status.
Integration and Interface Coordination
- Coordinate IT/telecom interfaces with electrical power, controls, building automation, process systems, security, fire alarm, life safety, and facility-management systems.
- Verify network dependencies and integration requirements are understood by all responsible parties.
- Support coordination between enterprise IT and operational technology stakeholders.
- Review interface-control documents, addressing requirements, communication protocols, port assignments, and connectivity responsibilities.
- Identify scope gaps or conflicting responsibilities between contractors, vendors, integrators, and owner teams.
- Help resolve system-integration issues that could affect startup, commissioning, security, reliability, or production readiness.
- Confirm integrated systems operate as intended under normal, abnormal, and failure conditions.
Cybersecurity and Network Readiness
- Coordinate with the owner's IT and cybersecurity teams to support compliance with project-specific security requirements.
- Verify that network equipment, configurations, access controls, and documentation align with approved standards and procedures.
- Support validation of network segmentation, device access, secure remote connectivity, and system-hardening requirements.
- Confirm default credentials, unauthorized connections, temporary devices, and unsecured access points are addressed before turnover.
- Assist with identifying cybersecurity-related commissioning risks and escalating concerns to the appropriate owner representatives.
- Maintain appropriate confidentiality when handling network designs, configurations, security requirements, and facility information.
Documentation, Turnover, and Closeout
- Review commissioning records, test reports, deficiency logs, inspection reports, redline drawings, and final documentation.
- Verify that network diagrams, cable schedules, rack elevations, equipment inventories, addressing records, configuration records, and test results are complete and accurate.
- Support development and review of system turnover packages.
- Confirm required operations and maintenance manuals, warranties, spare-parts lists, training records, and vendor documentation are submitted.
- Participate in turnover-readiness reviews and recommend system acceptance or identify remaining conditions.
- Support the transition of completed systems to owner IT, facilities, operations, and maintenance teams.
- Assist with training coordination and knowledge transfer for owner personnel.
- Provide final commissioning observations, lessons learned, and recommendations for future phases.
Work Environment
This position is based full-time at an active construction project in Boise, Idaho. The contractor will work in office, construction, telecommunications, equipment-room, and manufacturing-facility environments.
The role may require:
- Extended periods working at a computer.
- Frequent attendance at project and coordination meetings.

- Climbing stairs and navigating uneven surfaces.
- Wearing required personal protective equipment.

Required Qualifications
- Ten or more years of progressively responsible experience in IT, telecommunications, network infrastructure, structured cabling, or related technical systems.
- Extensive experience with complex construction, installation, testing, startup, commissioning, or system-turnover activities.
- Demonstrated subject-matter expertise in enterprise network and telecommunications infrastructure.
- Experience working on semiconductor fabrication facilities, high-tech manufacturing sites, data centers, mission-critical facilities, pharmaceutical facilities, industrial plants, or similarly complex projects.
- Strong knowledge of network architecture, structured cabling, fiber optics, copper systems, telecommunications spaces, network equipment, grounding, redundancy, and system integration.
- Proven ability to review technical drawings, specifications, submittals, test procedures, and commissioning documentation.
- Experience witnessing, evaluating, and documenting system testing.
- Ability to identify complex technical issues and provide practical, defensible solutions.
- Strong understanding of construction sequencing, system completion, turnover, and operational-readiness processes.
- Excellent written and verbal communication skills.
