Position Overview
The IT Manager will lead enterprise information technology across R&D, manufacturing (in planning), and corporate functions. This role owns IT strategy and governance, cybersecurity, infrastructure and operations, business applications, and service delivery for multi-site operations. The ideal candidate is hands-on, process-oriented, and experienced in building a high-reliability environment for both office and production settings while partnering closely with global counterparts.

Job Responsibilities
  • IT Strategy & Governance: Define and execute an IT roadmap aligned to business priorities; establish IT policies (access control, change/configuration management, asset lifecycle, data retention) and drive ITGC/ITIL maturity.
  • Cybersecurity & Compliance: Implement layered defenses (IAM/SSO/MFA, EDR/XDR, SIEM/SOC, email security, vulnerability/patch management); lead risk assessments and incident response; support ISO 27001/SOC 2/CMMC readiness where applicable.
  • Infrastructure & Operations: Own hybrid infrastructure (LAN/WAN/SD-WAN, firewalls/Wi-Fi, data center/edge, public cloud), backup/DR with defined RPO/RTO; build observability and automation for monitoring/logging/CMDB.
  • Endpoints & Collaboration: Manage Windows/macOS/iOS/Android endpoints and MDM; standardize images/patch baselines; maintain conferencing, printing, access control, and room systems.
  • Business Applications: Administer core productivity suites (e.g., Microsoft 365/Google Workspace), collaboration/dev tools (Confluence/Jira, Git/CI), analytics (Power BI/Tableau), HRIS/Finance; partner with manufacturing/quality on MES/ERP/PLM/LIMS/SCADA/QMS integration.
  • Data & Integration: Promote data governance/MDM, secure data sharing, and integration standards (ETL/APIs).
  • Service Delivery: Build a multi-site helpdesk with SLAs (P0/P1/P2), knowledge base, and self-service; manage vendor contracts, licensing, and IT budget with KPI tracking (SLA, MTTR, cost/endpoint).
  • Projects & Site Delivery: Lead IT for new offices/labs/plants (low-voltage design, server room, network, cloud connectivity), site moves/expansion, and key go-live milestones; run POCs and manage acceptance/handover.

Qualifications
Must-have
  • 7+ years of enterprise IT experience (including 2+ years of team leadership) across multiple domains (security, network, systems, endpoints, applications, service desk).
  • Proven success supporting multi-site environments or manufacturing + office hybrid scenarios, balancing stability and iteration.
  • Strong security and compliance practices (IAM/SSO/MFA, EDR/XDR, backup/DR, change/permission baselines, and auditability).
  • Hands-on expertise with hybrid (on-prem/cloud/edge) architectures and automation; scripting skills (PowerShell/Python).
  • Fluent in English and Mandarin Chinese, written and spoken (required).

Nice-to-have
  • Experience in manufacturing or related industries (battery/automotive/semiconductor) with OT networks and MES/ERP/PLM/QMS.
  • Experience with ISO 27001, SOC 2, CIS, NIST, CMMC, SOX ITGC; relevant certifications (CISSP/CISM/CCSP).
