Torch Technologies is seeking seeking an experienced and technically astute IT Project Manager to lead the delivery and continuous enhancement of our cloud-based DevSecOps Platform as a Service (PaaS) for the Missile Defense Agency (MDA/GM). The selected candidate will provide overarching project execution, cross-functional coordination, and strategic stakeholder engagement for a large, multi-contractor team. You will operate in a complex and dynamic environment, partnering closely with government leads, functional engineering teams, and a dedicated Scrum Master to ensure our mission partners receive secure, scalable, and reliable cloud platform capabilities. This role requires a strong leader capable of wrangling diverse teams, driving technical alignment, and ensuring roadmap delivery.
As an IT Project Manager, your duties will include the following, but are not limited to:
  • Project Planning & Strategy: Responsible for the execution of the project backlog intake and approval process, to include timely execution of the process workflow and accurate tracing in Project Management Tools (e.g., Gitlab). Develop and maintain comprehensive project schedules, delivery roadmaps, and lifecycle management plans for the PaaS environment, which includes technologies like Kubernetes, containerization, and serverless computing.
  • Stakeholder Management: Serve as the primary liaison between engineering teams, Program Offices, and Leadership to ensure platform capabilities align with operational requirements and strategic goals.
  • Risk & Dependency Management: Proactively identify, track, and mitigate cross-functional risks and dependencies, particularly those bridging cloud infrastructure (Cloud architecture), cybersecurity (Zero Trust principles), and software development teams.
  • Team Leadership & Coordination: Provide leadership and direction to a distributed, multi-contractor team. Foster a collaborative environment and drive accountability to ensure cohesive project execution and overcome team challenges.
  • Resource & Financial Tracking: Monitor project resource allocations, track expenditures against the budget, and forecast future funding or staffing requirements to assist in budget planning.
  • Reporting & Metrics: Generate recurring executive status reports, track delivery milestones against the roadmap, and present platform performance metrics to leadership to provide clear visibility into project progress.
  • Process Integration: Ensure that all project deliverables adhere to strict compliance, security (Authority to Operate - ATO), and IL5/IL6 operational standards.

Required Qualifications:
  • U.S. Citizenship
  • Bachelor's Degree in a technical field; Associates degree in a technical field with 3 years of related experience; High School Diploma with 6 years of related experience
  • Minimum of 5 years of IT Project Management experience, with a proven track record of delivering complex cloud infrastructure or enterprise software projects.
  • Experience leading and coordinating multi-contractor or cross-functional teams is essential.
  • An active Secret Security Clearance is required.
  • Strong foundational understanding of DevSecOps principles, CI/CD pipelines, container orchestration (e.g., Kubernetes), Infrastructure as Code (IaC), and modern cloud-native architectures.
  • Deep understanding of how traditional project management integrates with Agile development frameworks (e.g., SAFe, Scrum).
  • Demonstrated ability to take initiative, manage conflict, and drive results in a complex, fast-paced environment.
  • Strong written and verbal communication skills, including the ability to document and brief complex technical concepts to both technical and non-technical stakeholders.

Preferred Qualifications:
  • Project Management Professional (PMP) certification or equivalent is highly preferred.
  • Hands-on experience or in-depth knowledge of major cloud platforms (e.g., AWS, Azure), cloud security principles, and Zero Trust Architecture.
  • Previous experience working within the DoD, defense, or aerospace environments, particularly with MDA.
  • Proven experience working directly with government stakeholders to align technical development with mission requirements.
