Hybrid, Baton Rouge, LA

Must reside within the Baton Rouge Metropolitan Area

The Office of Technology Services (OTS) was established as a means of recognizing cost savings through the consolidation of State IT assets and resources. The creation of OTS consolidated a wide variety of existing hardware platforms, operating systems, database management systems, networks, third party software, and custom applications.

OTS leads the State's technology procurement process in order to standardize technology over the entire organization, seek efficiencies of operations, maintenance, and scalability of new products introduced to the OTS suite of services which can eventually be offered to all in-scope agencies.

The scope of the proposed services will include the following: 

LOS Audits & Project Support

This position will focus on financial review/improvement and specialty project support:

Provide technical and administrative support to ensure the AT&T Legacy Services Conversion Project (C2C) milestones are met statewide.

Conduct comprehensive network and voice service and billing audits to ensure accuracy. 

Develop and deliver training to new and existing NCS staff on communications billing audit procedures and compliance standards.

Lead and train NCS staff on complex, specialty VoIP service implementations, including HELD Protocol migrations to modernize emergency location services.

Expertise and/or relevant experience in the following areas are mandatory:

Minimum of 15 years' experience with telecommunications technologies. 

Advanced understanding of telecom vendors, available services, and project management workflows.

Extensive knowledge of Centrex, and other AT&T service offerings, including infrastructure, features and billing processes.

Direct experience delivering telecommunications services to State governments with an in-depth understanding of their unique network/telecom needs.

Experience leading financial and billing audits, with a focus on reconciling invoices, identifying billing errors, and quantifying cost savings.

Extensive VoIP service implementation experience, including knowledge of network infrastructure requirements.

In-depth knowledge of E911 regulations, best practices, and technologies, including network foundations.

Candidate must reside within the Baton Rouge Metropolitan Area to support possible onsite needs.

Note: Expected Start/End Dates: 08/03/2026 - 06/30/2029

Hours worked: Within the State's core hours of 7:00 AM CT to 6:00 PM CT. May be required to work on State holidays, weekends and hours outside of the State's core business hours in order to meet critical deadlines.
