IT Program Manager (Infrastructure / ITSM)

$135,000 - $160,000 per year | Los Angeles, CA | Hybrid | Permanent

This is not a traditional project coordination role. Job Details What You'll Do:
  • Own delivery of multiple high‑impact IT programs across enterprise technology organizations.
  • Translate executive priorities into structured, measurable execution plans with defined milestones and success metrics.
  • Drive accountability across cross‑functional teams while proactively identifying risks, dependencies, resource constraints, and delivery bottlenecks.
  • Build scalable program management processes that improve execution without slowing teams down.
  • Develop capacity planning and demand forecasting models to improve prioritization and delivery predictability.
  • Serve as the primary point of communication for executive stakeholders, providing concise updates on program health, risks, business impact, and delivery progress.
  • Lead governance across multiple vendors, consultants, and technology partners while ensuring accountability to scope, timelines, quality, and budget.
  • Drive continuous improvement through retrospectives, process optimization, and modernization of delivery practices.
Jira Leadership (Critical Requirement)

This role requires someone who views Jira as an enterprise program management platform—not simply a ticketing or task management tool.

Responsibilities include:
  • Establishing Jira as the central source of truth for portfolio and program execution.
  • Designing advanced workflows, portfolio structures, dashboards, reporting, and dependency management.
  • Migrating legacy project tracking tools into Jira.
  • Creating executive‑level visibility while enabling engineering and IT teams to execute efficiently.
  • Candidates with only basic Jira experience will not be successful in this role.
What We're Looking For:
  • 7+ years leading large‑scale enterprise IT programs or portfolios.
  • Prior background in IT Infrastructure, IT Operations, Enterprise Systems, Service Delivery, or IT Engineering (strongly preferred over software development‑only backgrounds).
  • Experience building enterprise program management practices from the ground up.
  • Demonstrated success leading complex cross‑functional initiatives involving multiple technical teams.
  • Deep expertise administering and optimizing Jira at both the program and portfolio level.
  • Strong understanding of enterprise technology environments including:
    • Infrastructure
    • Networking
    • Cloud Platforms
    • Identity & Access Management
    • Endpoint Management
    • Enterprise Systems
    • IT Service Management (ITSM)
  • Experience working across Agile, Hybrid, and traditional delivery methodologies.
  • Strong vendor management and executive communication skills.
  • Comfortable influencing senior technical leaders without direct authority.
  • Ability to challenge assumptions, identify execution risks early, and translate technical complexity into clear business outcomes.
Preferred Qualifications:
  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business, or a related discipline.
  • PMP, PgMP, SAFe, or comparable certification.
  • Experience with ServiceNow and modern ITSM practices.
  • Experience in environments where uptime, operational stability, and execution quality directly impact business performance.
  • Background supporting organizations undergoing rapid growth, digital transformation, or enterprise modernization initiatives.
