JOB SUMMARY

Work under limited supervision to design, coordinate, implement, and maintain the Information Resources (IR) Business Continuity and Disaster Recovery (BCDR) program for UTSouthwestern Medical Center. This position is responsible for establishing a programmatic, repeatable, and auditable approach to ensuring continuity of IT services and recovery of mission critical systems in the event of disruptions, emergencies, or disasters. Reporting to the AVP for IT Operations, the Business Continuity and Disaster Recovery Program Manager works closely with IR leadership, Information Security, Safety and Business Continuity, clinical and research stakeholders, and University administration to align technology recovery capabilities with institutional priorities, risk tolerance, and regulatory requirements. This role does not directly operate infrastructure, but coordinates planning, testing, documentation, governance, and continuous improvement activities across the IT organization.

EXPERIENCE AND EDUCATION Required
  • Education
    • Bachelor's Degree

    • 5 years of progressively responsible experience in information technology, business continuity, disaster recovery, risk management, or program management.

JOB DUTIES
  • Program Leadership and Governance
    • Establish, maintain, and continuously improve the IR Business Continuity and Disaster Recovery program, including governance structures, standards, methodologies, and documentation.
    • Define program scope, objectives, and success metrics aligned with institutional risk management and operational resilience goals.
  • Business Impact Analysis (BIA) and Risk Assessment
    • Coordinate enterprise wide and IT focused Business Impact Analyses to identify critical services, systems, dependencies, and recovery priorities.
    • Partner with service owners and business stakeholders to define Recovery Time Objectives (RTOs) and Recovery Point Objectives (RPOs).
  • Disaster Recovery Planning and Coordination
    • Lead the development, maintenance, and validation of IT disaster recovery plans across on premises, co-location, and cloud based environments.
    • Ensure recovery strategies are documented, current, and aligned with architecture, security, and operational standards.
  • Business Continuity Planning Support
    • Collaborate with the Associate Vice President for Safety and Business Continuity to align IT recovery planning with broader institutional business continuity and emergency management plans.
    • Serve as the primary IR liaison for institutional continuity planning initiatives.
  • Testing, Exercises, and Readiness
    • Plan, coordinate, and evaluate regular disaster recovery tests, tabletop exercises, and continuity drills.
    • Track findings, gaps, and corrective actions; ensure lessons learned are incorporated into plans and operational practices.
  • Cross Functional Coordination
    • Work closely with IR infrastructure, application, cloud, identity, and security teams to ensure recovery requirements are embedded into system design, implementation, and lifecycle management.
    • Coordinate with vendors, partners, and UT System stakeholders as needed to support recovery strategies.
  • Compliance, Audit, and Documentation
    • Maintain documentation and evidence to support internal audits, external audits, regulatory reviews, and accreditation activities related to continuity and disaster recovery.
    • Ensure alignment with UT System policies, University standards, and applicable healthcare, research, and data protection requirements.
  • Metrics, Reporting, and Executive Communication
    • Develop dashboards, reports, and executive level summaries on program maturity, readiness, testing outcomes, and risk posture.
    • Provide clear, concise briefings to IT leadership and University stakeholders.
  • Continuous Improvement and Best Practices
    • Monitor industry trends, standards, and best practices (e.g., NIST, ISO, ITIL) related to business continuity and disaster recovery.
    • Recommend improvements to tools, processes, and governance to strengthen institutional resilience.
  • Project and Program Management
    • Manage BCDR related initiatives using tools, techniques, and practices adopted by the Information Resources Department.
    • Coordinate timelines, deliverables, and dependencies across multiple teams.
  • Training and Awareness
    • Promote awareness and understanding of business continuity and disaster recovery responsibilities across IR.
    • Assist in developing training materials and guidance for IT staff and service owners.
  • Perform other duties as assigned.
