Position Summary
Reporting to the Manager, Digital Transformation, the Digital Solutions Analyst is responsible for bridging business needs and technology solutions to advance the Town of Milton's digital transformation initiatives.
The role involves intake evaluation, business and solution analysis, requirements management, solution design, and coordination of implementation activities across a portfolio of digital initiatives. The incumbent collaborates with IT, vendors, project teams, and business stakeholders to assess opportunities, recommend solutions, and support successful implementation and adoption of digital services.

Key Responsibilities Include:

  • Business Analysis & Requirements

    • Lead intake assessment, evaluation, enrichment, and requirements gathering activities for digital transformation initiatives.

    • Apply structured analysis techniques such as stakeholder needs analysis, root cause analysis, and process mapping.

    • Support prioritization of initiatives based on business value, strategic alignment, and return on investment.

    • Provide guidance, mentorship, and coordination of Business Analysis activities across assigned initiatives.

  • Solution Design

    • Define functional and non-functional requirements for digital solutions

    • Evaluate solution options and vendor platforms to support recommendations

    • Develop solution documentation including process flows, data mappings, and integration overviews

    • Assess risks and ensure alignment with corporate technology standards and architecture

    • Develop and recommend solution approaches, implementation strategies, and delivery models appropriate to initiative complexity.

  • Implementation & Delivery

    • Work with IT, vendors, and business stakeholders to support delivery, providing input and guidance to resolve issues

    • Act as the solution lead for approved digital initiatives and coordinate business, vendor, and technical activities required to successfully implement digital solutions.

    • Monitor solution performance against defined KPIs and service outcomes

  • Continuous Improvement & Advisory

    • Identify and recommend improvements across digital solutions and business processes

    • Support data-informed decision-making through analysis, reporting, and available data assets

Education & Experience

Minimum Qualifications

  • Bachelor's degree or diploma in Information Technology, Business Analysis, Computer Science, Public Administration, or related field

  • Equivalent combinations of education and experience may be considered

  • Five years of experience in business analysis, digital solutions, or IT project support/management

  • Experience supporting technology implementations and requirements development

  • Exposure to Microsoft 365 platforms and integrated system

  • CBAP, CCBA, ECBA, or working toward certification

  • Microsoft certifications (Power Platform, SharePoint, or equivalent)

  • Information Technology Infrastructure Library (ITIL) Foundation

  • Strong analytical and problem-solving capabilities

  • Effective written and verbal communication skills

  • Knowledge of business analysis techniques and documentation practices

  • Understanding of system integration concepts and data flows

  • Strong stakeholder engagement and facilitation skills

  • Ability to manage competing priorities in a fast-paced environment

  • Understanding of accessibility (AODA) and public sector requirements

Preferred Qualifications

  • University degree in Information Technology or related discipline

  • Experience in municipal or public sector environments

  • Experience supporting digital transformation initiatives and cross-functional projects

  • PMP or equivalent project management certification

  • Change management certification (e.g., Prosci, CCMP)

  • Knowledge of municipal service delivery processes and digital platforms

  • Experience with process mapping tools (e.g., Visio)

  • Familiarity with data analysis, reporting, and performance measurement
