Financial Aid Management Systems Specialist II

Montgomery College has an immediate need for a full-timeFinancial Aid Management Systems Specialist II in theFinancial Aid Department. The work schedule is Monday-Friday, 8:30am – 5:00 pm. with occasional evenings and weekends as needed. Thisis a non-bargaining, exempt, grade 29 position. This position iseligible for telework one (1) day a week. This eligibility issubject to change based on the needs of the unit.

Reporting to the Student Information Systems Manager, the Financial Aid Management Systems Specialist II analyzes, implements, andmaintains the Banner Financial Aid Module, ImageNow, Dynamic Forms,and associated computer systems. This involves implementing andmaintaining enterprise financial aid applications and informationsystems that meet the College's information technology needs whileupholding the compatibility and integrity of the system(s).

Responsibilities include managing information databases,coordinating system upgrades, providing end-user support andtraining, analyzing financial aid-related business processes, andensuring data quality.

Duties include but are not limited to:

• Apply a combination of technical expertise and knowledge offinancial aid policies to configure various integrated financialaid management systems for effective and optimal processing ofstudent financial aid.
• Align technical solutions with business needs. Maintain aworking knowledge of business functions and utilize technicalknowledge to provide system solutions.
• Analyze, develop, implement, and maintain informationtechnology systems that facilitate solutions to complexproblems.
• Implement and perform day-to-day operations of multiple systemsand interfaces including but not limited to Banner, ImageNow,Dynamic Forms and Verification, UC4, etc. for accurate, consistentand timely processing of student financial aid programs.
• Establish, test and maintain Banner rules using Oracle SQL towrite queries, algorithms and web-based rules.
• Implement and support all back-end system processes includingbut not limited to assignment of period-based budgets, weekly fundpackaging and authorizations, running satisfactory academicprogress and other processes related to student financial aid lifecycle.
• Coordinate system upgrades, ongoing/maintenance updates, andenhancements relative to Financial Aid Management Systems.
• Work with other module systems specialists for data and processrelated dependencies.
• Perform quality assurance testing for all release upgrades,document potential testing issues, monitor software vendor releaseupgrades and patches, create test plan scenarios to validatetesting, evaluate new software functionalities & implementsystem enhancements.
• Develop operating protocols and procedures.
• Provide periodic reviews of current system processes involvedin the administration of student financial aid including but notlimited to verification, C-flag resolution, processing of loans,Pell etc.
• Analyze the need for any system enhancements and consult withusers. decision makers, and outside consultants regarding theviability of new processes and procedures.
• Create electronic student forms, workflow processes in ImageNowand manage communications related software.
• Write, revise, and maintain system documentation for userguides, instructional how-to and processing guides for staff andstudents
• Evaluate requests for services from student affairs staff.Investigate and troubleshoot reported issues, resolve any problemsand report the result in a timely manner.
• Provide support to end users for the use of applications and toperform a variety of tasks relative to their functional area.
• Set up and maintain security for users. Serve as a backup toassign user security for the Department of Education securedwebsites.
• Leverage the knowledge of financial aid policies and processes,and other student and financial data to effectively collect andunderstand report requirements, analyzes and identifies thereporting data to satisfy report requests and produces accurate,clear and well-informed reports of financial aid data for standardand ad-hoc requests. Compile data queries using Oracle SQL, Crystalreports or any other reporting tool to support annual datareporting to federal and state agencies.
• Assist Office of Institutional Research with financial aid datadefinitions and identification of data tables and fields.
• Gather and validate required documents and processes forexternal & internal audit requests.
• Develop training materials and provide training to financialaid and other Student Affairs staff on Banner Financial Aid,ImageNow, Dynamic Forms and other related computer systems.
• Serve as a resource for the college community regarding area ofresponsibility including software functionality and systemoptimization.
• Maintain expertise in all areas of financial aid to ensurefederal and state compliance.
• Identify and evaluate regulatory changes that will impactsoftware systems set-ups and processing.
• Provide technical and functional specifications to theFinancial Aid Management Systems Manager to assist in thedevelopment of project plans.
• Perform other duties as assigned.

Required Qualifications:

• Bachelor’s degree in information systems or computer technologyor a related field.
• Three (3) years of experience working with a studentinformation system or related Enterprise Resource Planning(ERP).
• Experience in Oracle SQL, Crystal reports, or any otherreporting tool is required.
• The equivalent combination of education, training,certification and/or experience that provides the requiredknowledge and expertise to perform the essential functions of thejob may be considered.
• Demonstrated ability to analyze and evaluate business processesand data, make accurate recommendations on appropriate course ofaction.
• Technical proficiency including experience with studentinformation systems ERP modules including database management,system configuration and troubleshooting.
• Knowledge of and ability to use office technology (software,computers, printers) and MS Excel (Advanced Level) and other MSOffice products.
• Strong knowledge and understanding of student informationsystems including financial aid business processes andpractices.
• Possess comprehensive knowledge of Federal and State FinancialAid regulations and College’s policies and procedures.
• Skill in managing information system databases, coordinatingsystem upgrades, troubleshooting systems, conducting analysis andresolving system problems and ensuring data quality andintegrity.
• Skill in interpreting and explaining principles, procedures,policies, and regulations.
• Skill in organization, time management, and leadership.
• Ability to lead and manage multiple projects.

Preferred Qualifications:

• Master’s degree
• Knowledge of imaging systems and electronic formssolution.
• Experience preferably supporting one or more financial aidprogram (i.e. Pell, Student Employment, Loans, orScholarships).

Hiring Range

$74,267-$96,558 annually and is based onrelevant candidate experience and internal equity. The maximumsalary for this position is $118,850 annually.
