Join the NASA CPSS II team at Marshall Space Flight Center as a Program Analyst 5 to support the Science and Technology Office (STO). This is your opportunity to contribute to the Artemis missions and shape the future of space exploration.
The Program Analyst is responsible for developing, managing, and optimizing project schedules in alignment with the NASA Schedule Management Handbook. This role supports projects of varying size and complexity by ensuring schedule accuracy, integrity, and visibility across the program lifecycle.

Job Responsibilities
  • Independently develop, monitor, and analyze program and project status on a daily basis to assess cost, schedule, technical performance, and overall program health.

  • Serve as a senior advisor to the Program/Project Management Office (PMO), providing strategic support in project controls, business management, data analytics, and risk management.

  • Lead data management, performance analysis, and reporting activities to support executive decision-making and continuous program improvement.

  • Perform comprehensive cost and schedule risk analyses, developing recommendations to mitigate program risks and improve execution.

  • Support program planning, programming, budgeting, and execution (PPBE) activities, including budget development, execution monitoring, forecasting, and resource planning.

  • Lead complex performance improvement initiatives by identifying root causes of program challenges and recommending strategic corrective actions.

  • Conduct comprehensive evaluations of policies, procedures, business processes, management systems, and contractual issues, preparing formal analyses and recommendations for senior leadership.

  • Develop and maintain integrated cost and schedule baselines, Performance Measurement Baselines (PMBs), Work Breakdown Structures (WBS), and WBS dictionaries.

  • Develop and maintain Estimates at Completion (EACs), perform financial analyses, and provide accurate program forecasts in accordance with applicable financial policies and contractual requirements.

  • Analyze Resource Loaded Networks (RLNs), integrated schedules, and critical path activities to evaluate program performance and identify execution risks.

  • Implement, maintain, and continuously improve Earned Value Management (EVM) processes, performing detailed cost, schedule, and variance analyses.

  • Develop projections, conduct requirements analyses, and perform advanced data analytics to support strategic program planning and execution.

  • Serve as the subject matter expert (SME) for all aspects of Earned Value Management (EVM), including WBS development, EVM analysis and reporting, Performance Measurement Baseline (PMB) establishment and maintenance, management reserve administration, and Integrated Baseline Review (IBR) leadership.

  • Ensure full compliance with ANSI/EIA-748 Earned Value Management System (EVMS) guidelines and customer contractual requirements.

  • Lead executive-level program reviews, prepare strategic reports and briefings, and provide recommendations to senior leadership regarding program performance and risk.

  • Mentor and provide technical leadership to Program Analysts, project controls personnel, and cross-functional teams, promoting best practices in project controls and business management.

  • Collaborate with government customers, engineering, finance, project controls, contracts, and executive leadership to support successful program execution.

  • May provide supervisory responsibilities and senior management support for program analysis, project controls, and business management organizations.

Minimum Qualifications
  • MS/MA.

  • Minimum of 15 years of applicable professional experience, including 13–15 years of direct aerospace, research and development, or government program experience.

  • Extensive experience supporting Program or Project Management Offices (PMOs) in project controls, business management, program analysis, and risk management.

  • Expert knowledge of Earned Value Management (EVM) principles and ANSI/EIA-748 Earned Value Management System (EVMS) guidelines.

  • Demonstrated experience establishing and maintaining Performance Measurement Baselines (PMBs), Work Breakdown Structures (WBS), WBS dictionaries, and integrated cost and schedule baselines.

  • Extensive experience developing Estimates at Completion (EACs), conducting financial analyses, and supporting program forecasting and budget execution.

  • Advanced knowledge of cost and schedule risk analysis methodologies, integrated project controls, and resource planning.

  • Demonstrated experience analyzing Resource Loaded Networks (RLNs), integrated schedules, critical path methodologies, and program performance metrics.

  • Proven experience leading Integrated Baseline Reviews (IBRs), EVM implementations, management reserve administration, and compliance activities.

  • Advanced proficiency with commercial EVM, scheduling, and project controls software, including Deltek Cobra, Empower, Primavera P6, Microsoft Project, and related analytical tools.

  • Exceptional analytical, organizational, leadership, and strategic problem-solving skills.

  • Excellent written and verbal communication skills with demonstrated experience briefing executive leadership and government customers.

  • Ability to obtain and maintain any required security clearance, if applicable.

Preferred Qualifications
  • Experience supporting NASA, DoD, or other Federal government aerospace and research and development programs.

  • Professional certification such as Earned Value Professional (EVP), Project Management Professional (PMP), Planning and Scheduling Professional (PSP), or equivalent.

  • Experience leading enterprise-level project controls, EVM compliance, and business management initiatives across large, complex programs.

  • Experience managing multidisciplinary teams or serving in a supervisory or senior management support role.

  • Demonstrated expertise in program risk management, executive decision support, and strategic program planning.
