Job description

Overview

Provides enterprise-wide leadership and oversight for Navy Federal's facility operations, building systems, and critical operational services across all campus locations. Oversees Facility Operations Centers at Headquarters (HQ) and Greater Pensacola Operations (GPO), as well as the enterprise Building Automation & Controls function. Responsible for sustaining awareness of safe, reliable, and efficient operation of building infrastructure, operational services, and facility assets while establishing consistent standards, performance expectations, and data-driven decision-making across the enterprise. Leads integration of operational, asset, and building system data to identify trends, risks, and optimization opportunities.

Responsibilities

  • Provide enterprise leadership for facility operations and building systems awareness and optimization, ensuring continuity, reliability, and operational readiness across all campus locations.

  • Supports campus facility maintenance teams with coordination of work induction, tracking, reporting and close out.

  • Establish and routinely report on enterprise-wide facilities operational performance metrics for facility service operations, building automation and control systems and facility maintenance.

  • Oversee operation and coordination of Facility Operations Centers, ensuring appropriate coverage, escalation, and response to operational events and emergencies.

  • Oversees Navy Federal's enterprise-wide integration of the mechanical and electrical Operational Technology (OT) control and Building Management Systems (BMS) with defined authority over system architecture, standards, and interoperability.

  • Provide governance and oversight for the Building / Facility Asset Management Program, including lifecycle planning, condition assessment, and asset performance strategies across all campus locations.

  • Oversee specific enterprise facility service operations:

    • Parking assignment and coordination with Security and Human Resources

    • Shuttle services when needed. Currently at HQ and GPO.

    • Waste and recycling services across all campus locations

    • Pest control services across all campus locations

    • Elevator services, inspections, and maintenance across all campus locations

    • Ensure effective vendor management, service level performance, and contract compliance for contracted enterprise facility service operations.

  • Oversee reporting and analysis of enterprise campus infrastructure and facility data, including trends related to:

    • Building systems performance indicators

    • Maintenance demand and reliability trends

    • Equipment performance and lifecycle risks

  • Use data-driven insights to inform operational planning, risk mitigation, resource allocation, and continuous improvement initiatives.

  • Partner with campus stakeholders to align operational execution with enterprise strategies and priorities.

  • Support emergency preparedness, business continuity planning, and recovery efforts related to facility operations and building infrastructure.

  • Lead, develop, and mentor management and supervisory staff; ensure appropriate staffing, training, and performance management practices are in place.

  • Recurring travel to campuses on an as needed basis.

  • Perform other duties as assigned.

Qualifications

  • Bachelor's degree in Facilities Management, Engineering, Operations Management, or equivalent combination of education and experience.

  • Significant experience leading enterprise or campus-scale facility operations and building systems.

  • Demonstrated experience managing Facility Operations Centers or equivalent 24/7 operational environments.

  • Experience overseeing building automation, controls, and critical infrastructure systems.

  • Demonstrated experience managing outsourced facility services and vendor contracts.

  • Strong understanding of building asset management principles and lifecycle planning.

  • Advanced analytical, organizational, and problem-solving skills.

  • Advanced interpersonal, verbal, and written communication skills.

  • Ability to exercise sound judgment and make decisions in complex operational environments.

  • Advanced knowledge of Navy Federal's functions, philosophy, operations, and organizational objectives.

Desired Qualifications

  • Facility Management or operations-related professional certifications (e.g., PE, FMP, CFM).
