Overview
WISC is seeking a highly accomplished Senior Director of Business Development to lead strategic growth initiatives across the Intelligence Community (IC) and Department of Defense (DoD). This executive-level leader will be responsible for identifying, qualifying, and pursuing high-value opportunities while building trusted relationships with senior government stakeholders.
The ideal candidate possesses deep domain expertise within the Intelligence Community, with an established network of relationships across agencies such as the National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), and Defense Intelligence Agency (DIA). This individual will drive pipeline development, support capture and proposal activities, and work closely with executive leadership to expand WISC's market presence and secure strategic contract awards.
Responsibilities
Business Growth & Strategic Development
  • Develop and execute strategic business development plans that drive sustainable growth across the Intelligence Community and Department of Defense.
  • Identify, qualify, and manage a robust pipeline of new business opportunities supporting NGA, NRO, DIA, and other defense and intelligence customers.
  • Expand existing customer relationships while identifying new contract opportunities that align with WISC's strategic objectives.
  • Maintain ownership of the opportunity pipeline from identification through contract award.
Customer Engagement
  • Build, cultivate, and leverage trusted relationships with senior government leaders, acquisition officials, program executives, and key decision-makers.
  • Develop an in-depth understanding of customer missions, priorities, budgets, acquisition strategies, and emerging requirements.
  • Gather, assess, and validate customer requirements through continuous engagement with government stakeholders.
  • Represent WISC during executive-level customer meetings, industry engagements, conferences, and strategic planning sessions.
Capture & Proposal Leadership
  • Partner closely with Capture Managers, Proposal Managers, Program Managers, and Technical Subject Matter Experts to develop and execute winning pursuit strategies.
  • Guide opportunity qualification, competitive assessments, win strategies, and Price-to-Win (PTW) development.
  • Lead business development efforts throughout the full lifecycle, providing continuity from opportunity identification through proposal submission and contract award.
  • Participate in gate reviews, capture reviews, pricing reviews, teaming strategy sessions, and executive milestone reviews.
  • Oversee proposal strategy development to ensure customer-focused, competitive, and compliant submissions.
Strategic Leadership
  • Collaborate with executive leadership to establish growth priorities and long-term market strategies.
  • Provide market intelligence, competitive analysis, and customer insights to influence corporate growth decisions.
  • Support strategic teaming initiatives and identify partnership opportunities that enhance WISC's competitive position.
  • Serve as a key participant in executive growth reviews, strategic planning meetings, and customer engagement activities.

Required Qualifications
  • Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance with eligibility to obtain a Polygraph.
  • Bachelor's degree in Business, Engineering, Government, or a related discipline.
  • 10-15 years of progressive experience in Business Development, Capture Management, or Growth Leadership supporting the Intelligence Community or Department of Defense.
  • Demonstrated experience developing and managing large, qualified business development pipelines.
  • Proven track record of expanding existing contracts while securing new business opportunities across the IC or DoD.
  • Experience leading strategic pursuits from opportunity identification through proposal development and contract award.
  • Strong understanding of the Federal acquisition process, procurement lifecycle, and competitive positioning.
  • Demonstrated success collaborating across capture, proposal, contracts, finance, and technical organizations.
  • Exceptional written, verbal, presentation, and executive communication skills.

  • Master's degree in Business Administration, Management, Engineering, National Security, or a related field.
  • Extensive professional network within the Intelligence Community, particularly across:
    • National Geospatial-Intelligence Agency (NGA)

  • Existing relationships with senior government executives, acquisition officials, and program leadership.
