Job description

Summary/Objective
The Real Estate Development Project Manager supports the planning, underwriting, coordination, and execution of residential development projects, with a focus on expanding housing opportunities across Cape Cod and the surrounding region. This role contributes to project feasibility analysis, consultant and stakeholder coordination, and advancement of projects from early concept through completion and occupancy.
The ideal candidate brings experience in real estate finance, project management, and cross-functional coordination, along with a working knowledge of Massachusetts land use, zoning, and permitting processes. Experience with affordable or mixed-income housing development, public funding programs, and community engagement is preferred.
Essential Job Functions:
Project Feasibility & Financial Analysis
  • Conduct financial underwriting and feasibility analyses for prospective housing development projects, including development budgets, operating assumptions, and sensitivity testing
  • Develop and maintain project proformas, including sources and uses, operating projections, and return analyses
  • Evaluate site acquisition opportunities, including due diligence, market positioning, costs, risks, and development potential
  • Support capital planning and assist in identifying funding strategies for projects
  • Manage review and responses to public land request for proposals
  • Coordinate financing applications for applicable local, state, federal and private funding

Project Planning & Execution
  • Assist in the development of comprehensive project management plans, timelines, and budgets
  • Coordinate and track project progress from concept through design, permitting, financing, construction, lease-up, and stabilization
  • Coordinate internal project reviews with housing staff and to-be-formed board subcommittee on housing development
  • Identify and mitigate project risks and proactively address challenges
  • Support projects through land use and permitting approval processes, including Chapter 40B and local zoning, planning, and permitting boards

Team Coordination
  • Manage selection, contracting and coordination of teams of external consultants, including architects, engineers, attorneys, general contractors and other development professionals
  • Facilitate regular project meetings and ensure alignment across internal and external stakeholders
  • Review consultant deliverables for quality, budget adherence, and schedule compliance

Market Analysis
  • Analyze housing market trends, with a focus on Cape Cod and regional dynamics
  • Evaluate product types, pricing, and demand drivers to inform development strategy
  • Monitor regulatory, economic, and demographic factors impacting housing development
  • Track and analyze housing policy and funding initiatives; support engagement in relevant public processes and advocacy efforts

Required Qualifications, Education, and Experience
  • Valid Massachusetts Motor Vehicle Driver's License
  • Bachelor's degree in real estate, finance, urban planning, public administration, architecture, construction management, or a related field; equivalent experience may be considered
  • Three to five years of progressively responsible experience in real estate development, project management, affordable housing, or a closely related field
  • Demonstrated ability to manage multiple projects, budgets, consultants, and deadlines simultaneously
  • Strong written and verbal communication skills, including the ability to work effectively with public officials, residents, lenders, consultants, and community stakeholders

Preferred Qualifications, Education, and Experience
  • Advanced degree or professional certification relevant to real estate development, urban planning, project management, or housing finance
  • Experience with affordable housing finance programs such as LIHTC, HOME, CDBG, or other public funding sources
  • Familiarity with Cape Cod housing needs, municipal approval processes, and community-based development practices

Work Environment

Hours of Work
  • The hours are 35 hours per week, Monday through Friday with occasional evenings and weekends.
  • Hybrid work is permitted with coordination and permission from supervisor
