For over 25 years, National Experienced Workforce Solutions (NEW Solutions) has specialized in connecting experienced workers (ages 55+) with full-time and part-time job opportunities that support the critical missions of Federal Agencies across the United States.

NEW Solutions connects experienced workers (ages 55+) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.

Qualifications:

Minimum of 15 year(s) of experience in Managing the realty activities encompassing the leasing, acquisition, utilization, exchange, disposal, accountability & control of real property assets. OR BA/BS Degree in Administration, Real Estate, Telecommunications

  • Preferred ? Prior senior level experience working with real property portfolios at the Federal level.
  • Experience required with Windows, MS Word, MS Excel, MS PowerPoint
  • Adobe Writer, Outlook, Microsoft Teams
Duties:

This work is within USDA Facilities Division Real Property Management Branch (FD-RPMB) directly supporting Facilities Division Director programs, providing realty support services, including the management & data quality control of the Department?s Corporate Property Automated Information System (CPAIS) real property data for owned and leased ARS real property. The enrollee will support FD-RPMB and the Area offices on the acquisition, use, management and disposal of real property assets, including easements & permits. The enrollee will assist in the development of updated policies & procedures related to real property management, and the preparation of real property reporting to ARS leadership, ARS-Financial Management Division (W.I.P.- closeout), OPEM (monthly lease activity), GSA (GREX submissions). The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.

  • Provide support to FD-RPMB and Area Realty Specialists on the acquisition (purchase, lease, transfer, exchange, donation or gift of real property), use, management and disposal of ARS buildings, structures and land, including permits and easements.   30%
  • Assist FD-RPMB and Area Realty Specialists with closeout procedures as required for placing completed construction projects in service with the Financial Management Division.   20%
  • Assist with real property monthly lease reporting to the Department (AGPMR 24-02), SFFAS 54 reviews, GSA GREX submittals (Delegation requests & post-award submittals.   20%
  • Assist FD-RPMB with the development of updated ARS Policy & Procedures related to real property.   20%
  • Assist FD-RPMB and Area Realty Specialists with managing the CPAIS inventory for ARS owned and leased asset records, including creating and updating real property records, resolving data gaps, and data anomaly reconciliation to meet annual FRPP reporting requirements.   10%
