Project Overview:
Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets. Headquartered in Reston, Virginia, the M&T global business unit also includes colleagues working in Arizona, Ohio, Texas, India, and additional project locations around the world.
Job Summary:
In this role, you will handle project labor relations activities, leading complex employee relations investigations, and resolving employee disputes including work stoppages. You will interpret contracts, enforce work rules, and participate in negotiations. Your work will facilitate positive labor relations on the construction project, minimizing problems that may lead to work stoppages and schedule delays. #LI-TH1
Major Responsibilities:
Industrial Relations/Labor Relations
  • Performs research and develops statistical information and studies on issues such as productivity, labor union or construction industry trends and practices
  • Interprets and administers applicable labor union contracts and enforces work rules. Keeps abreast of labor laws and related legislation applicable to construction labor union employees (LR)
  • Ensures that LR/IR/WFS activities conform to company and site policies/procedures follows labor contract negotiation proceedings and disseminates information on progress (LR)
  • Monitors work practices daily on a field project and advises superior of observed and/or anticipated labor problems. Participates in the implementation of corrective actions to prevent work stoppages and construction schedule delays, and implements craft process improvement programs at the jobsite level
  • Recommends actions to resolve these issues to avoid work stoppages and construction schedule delays
  • Works with local & regional building trades representatives on process improvement initiatives (LR) and implements them at the jobsite level
  • Produces various written project and LR/IR/WFS communications
  • Performs investigations regarding employee misconduct according to the work rules
  • Supports informal and formal grievance hearings in accordance with applicable labor union contract procedures (LR)
  • Performs investigations regarding employee misconduct or other ER issues, and recommends appropriate disciplinary or corrective actions according to the work rules

Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience

Required Knowledge and Skills:
  • Extensive working knowledge of rigging planning and execution standards and requirements.
  • Technical knowledge and experience in construction engineering in the use of lifting equipment, alternative heavy lifting systems, mobile gantries, jacking, tailing, rigging equipment, and load distribution systems, including an understanding of transport/transfer of equipment, soil mechanics, and structural steel design.
  • Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration. Knowledge and understanding of environmental, safety and health requirements on heavy-industrial construction projects.
    Knowledge in the administration and use of subcontracts; ability to interpret and understand contractor/subcontractors' responsibilities contained in subcontract documents.
  • Experience in supervising personnel and administering subcontractors preferred.
    Demonstrates good judgement in selecting methods and techniques for obtaining solutions.
  • Seasoned, experienced professional with a full understanding of area of specialization; resolves a wide range of issues in creative ways.
  • Union Program, NCCER, NCCCO or equivalent Master Trainer.
  • Project experience a must.
    Rigging training and testing coordinator experience.
  • Good analytical and strategic planning skills: able to prioritize, balance short- and long-term priorities.
    Good understanding of construction industry.
  • Effective interpersonal skills.
