Vacancy Announcement

 Motive Special Operations Exercise Lead-STALKHM

  • Type: Consultant (part time, project-based up to 20 hrs/week to start)
  • Format: Remote, with approx 8-10 days of travel per exercise
  • Deadline to Apply: No later than 20 June 2025 (rolling)
  • Start Date: NLT 3 Aug
  • Eligibility: U.S. citizenship required

We're seeking to fill this role quickly. Candidates will be reviewed on a rolling basis. Please apply early.

  About Us:

Motive International (www.motiveinternational.com) is not like most Federal contractors. We are a social enterprise with a hybrid for-profit/not-for-profit business model focused entirely on a mission to mitigate global conflict and instability. We implement programs and deliver innovative, technology-enabled solutions to public and private sector clients and conduct pro-bono impact initiatives all around the world that help make societies more peaceful and prosperous. Our small team is comprised of passionate, world-leading experts and motivated professionals who believe deeply in our mission and values. We are a certified 8(a) and Economically Disadvantaged Woman Owned Small Business (EDWOSB) based in Washington, DC with a reputation for excellence, integrity, and fearlessly pursuing our mission.

About the Position:

Motive International supports the 95th Civil Affairs Brigade — a US Army Special Operations unit — in running STALKHM, their signature company-level pre-deployment evaluation. STALKHM runs three times a year, and we're hiring a Motive Exercise Lead beginning with the upcoming September 2026 event.
While the current engagement covers September only, we're looking for someone we can work with on a recurring or ongoing basis (the next STALKHM takes place February 2027).
At the center of our capability is Chronicle — our proprietary scenario-management and dynamic-scripting platform, purpose-built for Civil Affairs training. Chronicle creates a realistic, dynamic human-domain and information environment: characters, communications, and injects that evolve as the exercise unfolds.
You'd serve as Exercise Controller (EXCON) for Motive during the events — driving Chronicle, coordinating with role players and command elements, and adjudicating in-scenario as needed.
Between events, you'd lead our remote engagement: running the Motive support team, attending planning meetings, managing the exercise calendar, and orchestrating scenario development and loading the scenario into Chronicle. We are projecting an average of 20 hours a week level of effort for the six weeks leading up to the event and the week after it ends for close-out tasks. With full time onsite between 11-18 September at Fort Bragg, NC.

The shape
  • Episodic engagement — STALKHM exercises occur 3 times per year
  • Remote-based; with travel required
  • Travel: ~8 days on-site for the September event
  • Reports to Becs Rogers, Program Manager (in cc)
  • Contract scope: ~3 Aug (remote, estimated 20 hrs/wk); 11–18 September (onsite delivery, estimated 8-10 hour days); 19-25 Sept (remote, estimated 20 hours for close out duties)

STALKHM runs three times a year — each is expected to have a remote planning period of approximately 6-10 weeks and a 1-2 week post-delivery close-out.

Must-have
  • Experience developing or leading Army training or exercises
  • Proven Army staff track record
  • MS Office and Teams fluency, and strong willingness to learn and master new software
  • Secret-eligible
Nice-to-have
  • Retired E-7 or O-4 or above, with battle-staff time
  • Civil Affairs or PSYOP background
  • Trusted reputation in the SOF community

Timeline is tight — we expect a start date of 3 August. If this opportunity might be for you, please hit, reply and send a short Statement of Interest (see below) ASAP but no later than Friday July 17.

In your Statement of Interest, please include:

  • Confirmation you're available to start work in early August
  • Confirmation you can support the September event (11–18 Sept, STARTEX 13 Sept)
  • Your interest and flexibility in supporting future STALKHM events — this contract is for September only, but we're looking for someone we can bring back
  • Your prior experience planning, leading, or running EXCON for training, validation, or certification exercises
  • Your willingness and ability to manage and lead our remote engagement and team across events
  • Anything else you think we should know about how this role would support or align with your other professional interests or endeavors
Employment Type: PART_TIME
