Job description

A Brief Overview
Reporting to the Senior Vice President of Development, the Director of Development serves as Project Developer and assistant to the Senior Project Executive, responsible for managing the development activities of Military Public-Private Venture (PPV) Projects and assisting the Senior Vice President of Development with oversight of the day-to-day ownership-level business functions of Military Projects. This role actively works with the development team on all aspects of effective project management, including planning and coordinating resources to deliver high-quality results for the department.
What you will do
  • Performs contractual obligations of the project Developer for the Initial Development Period and Project Recapitalization Account-funded projects for the PPV entity.
  • Implements development plans and development oversight.
  • Manages multiple projects to completion within schedule and budgetary limitations.
  • Prepares near-term PRA project implementation plans and schedules, and develops project proposals. Develops recapitalization plans with input and coordination with Asset Management and Property Management associates.
  • Oversees PPV Development and Construction Management activities, as directed by the Senior Vice President of Development, which may include coordinating with the VP Construction, on-site construction team, and on-site Property Management team.
  • Obtains project approvals through partnership and coordination with Government Partners.
  • Supervises on-site Development and coordinates with Asset Management associates. Supervises the development staff to ensure adherence to local, state, and federal regulations and procedures.
  • Reviews consultants' work product for compliance with project requirements.
  • Develops preliminary project schedules. Performs or reviews cost analysis and approves design decisions. Coordinates plan reviews, cost analysis, and value engineering efforts. Issues request for qualification and contractor selections. Reviews bidding, scoping, and buy-out of development and construction costs. Reviews and processes construction contracts, scheduling, payments, requests for information, submittals, and change orders.
  • Manages site and quality control inspections.
  • Monitors the changing federal, state, and local policies and programs that impact development operations and ensures active use of such programs to further Authority objectives.
  • Ensures that the military housing program's requirements and regulations are regularly monitored and fully comply with applicable regulatory agreements and agencies. Coordinates with Asset Management, Operations, Construction, and Finance and Accounting, as appropriate.
  • Leads team in a range of activities designed to stimulate growth, the construction of opportunities, and the expansion of existing businesses.
  • Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
  • Performs research and provides professional opinions for special projects for the Department, as assigned.
  • Represents the Department at various stakeholder, boards, and commission meetings, as assigned and when necessary.
  • This position requires driving for the Company using either 1) a Company vehicle, at any frequency from Rarely to Constantly; or, 2) a Personal or Rental vehicle to conduct Company business more than 50% of the time to perform work duties.

Qualifications
  • Bachelor's Degree in Real Estate, Finance, Economics, Engineering, or equivalent required
  • Master's Degree in Real Estate, Finance, or Business Administration preferred
  • 4-6 years of experience in Real Estate Asset Management or Development Management required
  • Experience developing and managing operational budgets required

    • Excellent time management and organizational skills along with the ability to present at a high level.
    • Management ability to direct, guide, motivate, and develop staff.
    • Strong analytical and problem-solving skills. Ability to define problems and organize efficient solutions, analyze data, and draw valid conclusions.
    • Strong verbal and written communication skills.
    • Strong computer skills and proficiency with MS Office applications.
    • Demonstrated ability to create support and buy-in from staff, vendors, management, and other partners.
