SUPERVISORY RESPONSIBILITY (IF APPLICABLE)

No direct supervisory responsibility. May provide coordination and technical support to consultants, interns, and implementing partners.  


PURPOSE OF THE ROLE  

The Program Officer (PO) for Global and U.S. Programs works closely with the Director, Global & US Programs and the Program Manager, providing technical, administrative, and managerial support to ensure the successful implementation of IYF. Under the supervision of the program director or manager, the PO supports the planning, execution, and monitoring of youth-focused programs in national and international portfolios, as well as report writing, while maintaining close coordination with partners and stakeholders. The PO contributes to program quality by coordinating logistics, providing support on contracts and consultancies, collecting and analyzing data, and ensuring timely and accurate reporting in English and, where possible, in Spanish or other relevant languages. The position requires strong organizational skills, attention to detail, and the ability to manage multiple tasks simultaneously in a collaborative environment.

CORE JOB RESPONSIBILITIES


Program Implementation and Coordination  

Assist the Director, Global & US Programs and Program Manager of Global Programs in the implementation of global and U.S.-based multiple programs, ensuring activities align with approved workplans, budgets, and donor requirements to achieve objectives in line with donor requirements and work plans.

Monitor program activities, identify challenges, and support timely resolution to keep projects on track.

Support the coordination of consultants and vendors, including assisting in defining the scope of work, procurement processes, and reviewing deliverables.

Support the design and execution of training, workshops, and capacity-building activities with partners and program participants including co-facilitation and co-leading sessions.


Partner and Grant Management  

Coordinate and oversee the preparation and processing of program grants and funding to ensure their timely receipt, entry into the IYF database, approval, processing, and payment, in accordance with the program budget and institutional policies. 

Monitor partner performance and compliance, including comparing narrative and financial reports with expected results. 


Administrative & Financial Support

Draft terms of reference (ToR) for consulting services and coordinate procurement processes with program and operations staff.

Support budget monitoring and expense control in collaboration with finance staff.

Assist in the preparation of budget forecasts, expense analyses, and financial documentation required by donors.

Ensure the proper filing and maintenance of program documents in the organization's systems, such as STORM and SharePoint.


MERL & Data Management

Collaborate with MERL staff to support data collection, validation, and reporting processes.  

Contribute to learning activities, including documentation of lessons learned, best practices, and success stories.  

Support the preparation of high-quality donor reports, presentations, and internal learning products.  

Contribute to monitoring, evaluation, research, and learning (MERL) processes, providing data for decision-making and reporting.


Communication and Representation  

Support the program's communication initiatives by contributing content and data and coordinating with the Communications team and funders' Communications teams.  

Participate in external meetings, partner convenings, and learning events as requested.  

Support the organization's initiatives to amplify the voices of young people and document the program's impact, business development, and communications.  


Other Responsibilities  

Perform other duties as assigned to support program quality and IYF's mission.  


REQUIRED SKILLS & EXPERIENCE

Strong organizational, administrative, and program management skills with attention to detail.

Ability to work independently while collaborating with a multi-cultural team.

Experience supporting the implementation of donor-funded development programs.

Ability to identify problems in a timely manner, and advanced critical thinking and problem-solving skills.

A strong interest in diversity, equity, and inclusion, youth development, and knowledge of or experience working with individuals with learning disabilities is a plus.  

Ability to manage multiple priorities and deadlines in a remote, cross-cultural environment.  

Knowledge of, or experience with, programs that support youth employment, youth leadership, youth agency, education/training, and/or social services in the United States preferred.

Availability to travel up to 10% domestically, with occasional international travel.


QUALIFICATIONS  

Bachelor's degree in a relevant field (Education, Social Sciences, Economics, Public Policy, or related).

Minimum of 3-4 years of relevant experience in program implementation, youth development, workforce development, education, PYD and/or CYD approaches, and technical and vocational education and training (TVET) programs.

Experience working with international or multi-country programs preferred.  

Strong written and verbal communication skills in English; Spanish or other relevant languages preferred.  

Proficiency in Microsoft Office and collaboration tools (Word, Excel, Outlook, SharePoint, Teams, PowerPoint), Salesforce or other Customer Relationship Management systems are preferred.
