Job description
Qualifications:
Stockton Center for International Law Department. The Stockton Center for International Law (SCIL) prepare U.S. and Allied legal advisors and officers in operational law affecting Naval, joint, and combined military operations in peace and war. SCIL supports the Naval, joint, interagency, and combined force by educating leaders in the application of international law; advising war games, exercises, and producing operationally relevant research; and engaging with allies and partners to apply international law to secure shared objectives during peacetime and armed conflict.
Responsibilities. The incumbent will serve on the SCIL faculty with primary responsibility to collaborate within and outside the institution to produce and disseminate institutional operational law publications and lectures for the Naval, joint, and combined force, and serve as a member of a team to plan and conduct engagements with U.S. and international partners. The position requires substantial experience and demonstrated competence in the law of armed conflict (LOAC), and related operational-law disciplines. The incumbent will teach individually and as a team in Naval War College courses and programs, and work in a group to develop and update curriculum, mentor military and civilian students and faculty, and plan and conduct
U.S. and international partner engagements that advance Naval equities. The incumbent will also support Center for Naval Warfare Studies (CNWS) war games, research projects, and operational problem sets that provide decision space for operational commanders.
Operational and Subject-Matter Focus. The incumbent will have operational law expertise in the law of armed conflict, and one or more of the following areas: the law of naval warfare, cyber law, space law, or the international law governing emerging and disruptive military technologies, such as unmanned and autonomous systems and artificial intelligence.
Research, Writing, and Publication. A top priority is the production and dissemination of institutional and departmental publications that reflect U.S. legal doctrine, analysis, and international law to support operational Naval, joint and combined commanders and their staffs. The emphasis is on working within a team to produce content that has operational relevance and effectively supports the Naval, joint, and combined force. The incumbent will contribute to and assist in the production of lnternational Law Studies (The U.S. Naval War College Blue Book) and the Commander's Handbook on the Law of Naval Operations, and other collaborative research lines of effort.
Teaching and Engagement. The incumbent must teach and engage with U.S. and international partners as a member of a team to develop and deliver institutional and departmental curriculum for the Naval, joint, and combined force in peacetime and armed conflict. The ability to plan and conduct seminars, lectures, workshops, exercises, and senior-leader engagements in a collaborative Naval, joint, and combined environment is essential.
Qualifications. Essential qualifications include a J.D. degree and substantial knowledge of operational law, especially the law of armed conflict, and other areas of international law affecting Naval, joint, and combined operations, including cyber law, space law, and law governing AI and autonomous weapons. The incumbent must have demonstrated an ability to work effectively as a collaborative team member to accomplish U.S, institutional, and departmental objectives. For example, effective contributions and service on U.S. delegations in international negotiations that shape and influence the development of international law meet this qualification. Applicants must be U.S. citizens capable of obtaining a security clearance at the SECRET level.
Appointment. The appointment is governed by provisions of 10 U.S.C. 8748 as delegated by the Secretary of the Navy, and the regulations of the U.S. Office of Personnel Management that apply to excepted appointments under Schedule A. For the successful candidate, the initial term of appointment is expected to be two years in length with provision for renewal dependent on performance. This is not a remote work position. Telework is limited and eligibility is to be determined by the agency policy in accordance with Presidential Memorandum "Return to In-Person Work" of January 20, 2025. The incumbent should expect periodic travel in the United States and internationally. This is a full-time in person non-tenure track position in Newport, Rhode Island. Candidates selected for employment will be required to comply with applicable federal regulations and the policies and procedures of the NWC.Education:J.D. Degree: Juris Doctor
