SpecPro Sustainment and Environmental, LLC is looking for a Fire Protection Engineer to provide on-site professional support services to the Production Design Construction Division (PDC4) of the Production Design and Construction Directorate (PDC), Naval Facilities Engineering Systems Command Southeast (NAVFAC SE), at Naval Air Station Jacksonville, FL. This position provides fire protection engineering design support for in-house and A/E design-bid-build and design-build projects and associated efforts.

Job Duties & Responsibilities
  • Provide independent, timely, and professional fire protection engineering support, services, and consultation for the planning, design, construction, and maintenance of facilities for the Navy, Marine Corps, and other Supported Commands, including minor works projects, specific projects, special projects, military construction (MILCON), demolition, maintenance, space utilization, and facilities development.
  • Participate in conferences with project stakeholders and collaborate with other engineering and architectural disciplines to ensure system coordination and integration with specific project requirements.
  • Typical projects include fire protection engineering services for life safety; type of construction; height and area requirements; separation distances; fire-rated construction; spray-applied fireproofing; firestopping; sprinkler systems; fire alarm systems; mass notification systems; clean agent fire suppression systems; base-wide fire alarm reporting systems; water distribution systems; and hydraulic analysis for use in government facilities, including multi-story office buildings, steam plants, hospitals, housing, manufacturing, training, and similar structures.
  • Support the development of plans, specifications, cost estimates, Requests for Proposals (RFPs), and scopes of work; conduct design reviews and construction submittal reviews for code compliance, and ensure comments are resolved and incorporated.
  • Conduct site visits and assessments prior to design to establish fire protection design requirements; witness acceptance testing of fire protection and life safety systems and provide troubleshooting recommendations as part of facility commissioning.
  • Prepare correspondence, status reports, engineering studies, fact sheets, and technical reports.
Requirements
  • Professional knowledge and practical application of fire protection engineering concepts, theories, principles, practices, and techniques necessary to plan, design, construct, and maintain a wide range of shore-based engineering projects.
  • Knowledge of DoD and Navy guide specifications, criteria and policy, industry codes and standards, and standard practices as related to fire protection engineering design, including the Unified Facilities Criteria (UFC), National Fire Protection Association (NFPA) codes and standards, International Building Code (IBC), International Mechanical Code (IMC), International Residential Code (IRC), FM Global Loss Prevention Data Sheets, the Society of Fire Protection Engineers Handbook, and various other industry standards.
  • Experience with hydraulic calculation and fire protection design and analysis software.
  • Knowledge of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting fire protection engineering design throughout the NAVFAC Southeast area of responsibility (AOR).
  • Knowledge of related architectural and engineering fields and their associated impacts as related to fire protection engineering design.
  • Knowledge and experience with Autodesk software, Microsoft Office products, and other applicable DoD computer systems and software used by the Command.
  • Ability to produce results of analysis in writing, consolidate findings of others, and evaluate recommendations and facts; ability to make oral presentations of proposed designs and results of studies.
  • Knowledge of budgeting, planning, and project management techniques, including the ability to coordinate the work of others and lead teams.
  • Knowledge of and full compliance with Safety Policy and Guidance, and use of personal protective equipment.
Experience & Education
  • Experience: A minimum of five (5) years of professional fire protection engineering code-compliant facilities design experience for new construction, including renovation design experience, is required, including at least one (1) year working on Capital Improvement projects for a Federal Agency.
  • Education: Completion of a course of studies accredited by the Accreditation Board for Engineering and Technology (ABET) from a college or university for a bachelor's or master's degree in fire protection engineering or mechanical engineering, supplemented by handsโ€‘on facilities design experience, is required. If the degree is in mechanical engineering, demonstrated fire protection engineering design experience is required.
  • Licensure: Registration as a Professional Engineer (PE) in the discipline of Fire Protection Engineering is desired.
  • Full-time, onโ€‘site position at Naval Air Station Jacksonville, FL. Standard 40โ€‘hour workweek, Monday through Friday; alternative schedules may be considered.
  • Site visits to active construction areas are required. Governmentโ€‘provided PPE (safety vest, hard hat, eye and hearing protection) will be used; safetyโ€‘toed boots meeting ASTM F2413 are the responsibility of the employee.
Eligibility Requirements
  • U.S. citizenship is required.
  • Must be able to obtain and maintain a Department of Defense Common Access Card (CAC) and favorably complete a Tier 3 background investigation for base and IT system access.
  • Valid state motor vehicle operator's license is required; a company vehicle is provided for performance of onโ€‘site duties.
