Position Summary
The Director of Human Resources leads the strategy and administration of all district personnel functions to build a highly qualified, diverse, and equity-focused workforce. Grounded in the Professional Standards for Educational Leaders (PSEL), the HR Director cultivates a supportive organizational culture that prioritizes student success, continuous staff development, employee well-being, and operational excellence across Capital School District.
Standard 1: Mission, Vision, and Core Values
  • Develops and executes HR strategies that align talent acquisition, retention, and staff culture with the district's core vision of academic excellence and equity.
  • Promotes a shared commitment to student-centered decision-making across all personnel policies and practices.

Standard 2: Ethics and Professional Norms
  • Upholds high standards of integrity, transparency, confidentiality, and fairness in all labor relations, hiring practices, and disciplinary actions.
  • Ensures compliance with local, state, and federal employment laws, board policies, and collective bargaining agreements.

Standard 3: Equity and Cultural Responsiveness
  • Spearheads targeted initiatives to recruit, hire, and retain a diverse workforce reflective of the student population.
  • Implements equitable personnel policies that foster an inclusive, anti-racist, and culturally responsive environment for all employees.

Standard 6: Professional Capacity of School Personnel
  • Designs and oversees comprehensive employee onboarding, mentoring, evaluation, and professional growth programs.
  • Collaborates with instructional leaders to build talent pipelines and career pathways for teachers, administrators, and support staff.

Standard 7: Professional Community for Teachers and Staff
  • Fosters a collaborative, respectful culture that prioritizes staff wellness, workplace satisfaction, and psychological safety.
  • Coordinates employee recognition initiatives and productive labor-management relationships.

Standard 9: Operations and Management
  • Oversees HR operations, including position management, salary administration, benefits, workers' compensation, and HR Information Systems (HRIS).
  • Manages the HR department budget efficiently to optimize district resources.

Key Responsibilities
  • Talent Acquisition & Onboarding: Oversee recruitment campaigns, university partnerships, and hiring pipelines; streamline onboarding for seamless transitions.
  • Employee & Labor Relations: Lead negotiations and contract administration for collective bargaining agreements; serve as the primary liaison for union leadership and manage grievance procedures.
  • Performance Management: Direct the district-wide evaluation systems for certified and non-certified staff, ensuring meaningful feedback and professional growth.
  • Legal & Regulatory Compliance: Ensure strict adherence to Title IX, FMLA, ADA, EEOC, certification requirements, and state reporting.
  • Compensation & Benefits: Manage equitable salary placement, health/benefits administration, and position classification structures.

Qualifications
  • Education: Master's degree in Educational Leadership, Human Resources, Public Administration, or a related field (Doctorate preferred).
  • Certification: State certification as a Central Office Personnel; Superintendent OR SHRM-SCP / SPHR certification preferred.
  • Experience: Minimum 5 years of administrative experience in educational leadership or public-sector HR management.
  • Skills: Strong knowledge of Delaware labor law/school code (or state-specific regulation), bargaining procedures, state-wide DEEDS systems, and equity-centered recruitment strategies, Delaware Licensure and Certification Regulations.

Physical Demands
The position requires frequent standing, walking, and sitting, with occasional lifting of up to 50 pounds. Visual and auditory capacity sufficient to meet the demands of the role is required. Reasonable accommodations may be made.
