About BankFund:

BankFund Credit Union is a full-service financial cooperative that was organized and chartered in 1947 as a convenient place for employees of the World Bank Group and International Monetary Fund and their families to save and to obtain credit. Located in Washington, DC, BankFund maintains three full-service branches downtown with our headquarters located near Farragut West metro station. This position is classified as a hybrid role which means that on-site work will be expected. After completion of training for the role, staff generally work on site 40% of the time (60% for leadership) but this is subject to change based on health and safety standards and operational need.


Role Responsibilities:

Leadership

  • Supervises the, Technical Services (TS), and Solutions Center (SC). These leadership functions include (but are not limited to) staffing, performance appraisals, training, one on one coaching, team meetings, rewards and recognition programs, employee retention and engagement, career path/promotions, performance improvement plans, salary recommendations, and terminations. ย 
  • As a key member of the senior IT leadership team this role contributes to the development and execution of the enterprise-wide IT strategy and is responsible for ensuring the strategy is fully aligned, positioning IT to deliver compelling business value.
  • Works with the IT senior leadership team on the service portfolio and governance required to prioritize resources, including budget. Works with key stakeholders to measure and prioritize technical debt remediation.
  • Builds successful stakeholder relationships with other IT and business key stakeholders by developing a clear understanding of business needs, acting as a trusted advisor, and ensuring cost-effective and solution delivery of IT services to meet those needs.
  • Develops and controls the annual IT TS and SC budget to ensure that it's consistent with the overall strategic objectives of IT and the enterprise and is within plan. Proactively creates and ensures that there is a culture of continuous cost optimization.
  • Defines, develops, and manages a comprehensive and integrated IT Service Management ("ITSM") landscape, based on best-practice processes, disciplines, and related toolsets. This includes execution and active maintenance of a comprehensive IT asset management program.
  • Collaborates with the Head of Cybersecurity to ensure that TS and SC contributes to, embraces, and actively applies security controls and strategy.
  • Operates a formal governance mechanism to establish and monitor effective KPIs and controls for the processes and functions performed by the TS and SC team. Supports periodic reviews by internal audit, compliance, and other risk-related functions as required.
  • Designs and develops a strong and diverse TS and SC leadership team, together with a reporting structure for the function.
  • Works collaboratively with direct reports to support their career progression, nurture their development and to help them realize their potential.
  • Improves IT resilience by executing strategies that improve reliability, tolerability, and disaster recovery readiness.
  • Provides strategic direction and oversight for the full life cycle of IT systems, working in close partnership with peers, and identifies where common approaches, solutions, and shared platforms provided by TS and SC could drive efficiency.ย 
  • Ensures that all members of TS and SC group are proficient and productive in the utilization of corporate software that maintains service tickets and manages productivity, including but not limited to, Confluence & Jira.
  • Develops the maturity of TS and SC to improve efficiency, deliver new innovations and increase collaboration with other IT and business areas (e.g., through Agile, DevOps, platform, and product approaches).
  • Leads in the development and adoption of cloud solutions, automation & artificial intelligence technologies that empower users to self-serve in resolving issues and reduce the reliance on TS and SC manpower.
  • Drives the adoption of (and commitment towards) service improvements through a programmatic approach to continuous improvement which also measures impact and shares results with stakeholders.
  • Supports the CIO and IT Leadership team by assisting in the development of technology standards and implementing solutions that align to the enterprise architecture framework and roadmap.
  • Serves on IT planning and policymaking committees; drives the development and adoption of enterprise technology standards, governance processes and performance metrics.
  • Continuously evaluates the business value of TS and SC, including the use of metrics such as Key Performance Indicators, Outcome Driven Metrics, Objectives, and Key Results.
  • Collaborates with IT Leaders in peer organizations and third-party service providers to ensure that knowledge and insights can be freely shared and leveraged.
  • Facilitates the Change Advisory Board to evaluate & approve change requests and manage & communicate the risk and impact of production changes.
  • Creates self-service capabilities to streamline processes and drive automation and efficiencies
  • Budget planning and financial management, preferably with showback and/or chargeback models
  • Supports the shift from Capital Expenditures to Operating Expenditures with processes - e.g., those to comprehensively manage and optimize cloud/SaaS costs in a collaborative fashion.
  • Conducts performance evaluations of direct reports and provides regular coaching and career development - both formally and informally. ย Interviews new applicants and makes recommendations regarding all aspects of employee relations.
  • Promotes diversity, inclusion and belonging to best meet the needs of individual staff and the organization.
  • Fosters a safe environment for employees to receive and give feedback.
  • Possesses a high level understanding of the responsibilities, goals and objectives of business units within the organization and proactively engages with the business owners and management to facilitate ongoing support, necessary periodic resolution of technology challenges and technology support that will facilitate accomplishment of business goals and initiatives.
  • Manages vendor partner relationships to ensure that all functions are carried out effectively and in accordance with contractual provisions and Service Level Agreements ("SLAs"). ย Monitors adherence to financial terms and renewal periods. ย Takes appropriate action to correct deficiencies and make recommendations for vendor change when appropriate.
  • Ensures there are up-to-date policies and procedures for all processes and on-going responsibilities within the TS and SC group. ย Facilitates the development of documentation that will improve functional performance, facilitate effective training of new staff, and position the organization for effective operation in the event of a business recovery/continuity event.ย 
  • Ensures compliance with NCUA, FFIEC, IRS and all other regulatory operating and reporting requirements relating to Information Technology.
  • Ensures effective communication with Credit Union management and staff members regarding changes and opportunities for process improvements through the use of information systems resources.


Additional Duties

  • Successfully participates in annual Information Security refresher training. Comply with the Information Security Policy, including the immediate reporting of unusual or suspicious activity to management and the Head of Cybersecurity. Follow all procedures to protect company computers from viruses, and to maintain the security and confidentiality of Credit Union data.ย 
  • Participates in annual Bank Secrecy Act (BSA) and Office of Foreign Assets Control (OFAC) training and demonstrates knowledge and understanding of the BSA and OFAC, including the immediate reporting of unusual or suspicious activity to the Risk Management Department. ย Undertakes additional training specific to daily responsibilities and as required to ensure continued compliance with all applicable regulations.
  • Ensures the Credit Union's safe harbor protections are applied as allowed by the BSA. ย Understands that if confronted with knowledge of existence of a Suspicious Activity Report (SAR), an obligation exists to preserve the confidentiality of that SAR, as well as any information that may reveal the existence of a SAR. ย Maintains awareness of, and immediately reports to the Compliance Officer, any unauthorized disclosure of a SAR, or unauthorized disclosure of information related to a SAR. Understands that failure to do so is a violation of federal law and may lead to both civil and criminal penalties for SAR disclosure violations.

o Demonstrates commitment to the Credit Union's Service IMPACT philosophy.

o Is available, via mobile communication device, to provide telephone support or report to the Credit Union, 24 hours a day.

o Maintains a professional, positive attitude at all times. Serves as a role model for employees.

o Undertakes other work-related duties as assigned by the Chief Information Officer.


For internal purposes, this position is graded as Exec-15.ย 

The anticipated annualized base salary range for this position is $137,000 to $183,000. Final base salary for this role will be based on the individual's job-related experience, skillset, training, certifications and market demands. The benefits available for this full-time position include but are not limited to: medical, dental, and vision insurance, 401(k) plan, life insurance coverage, disability benefits, tuition assistance program and paid time off, including paid parental leave benefits. In addition to base compensation salary, this role position is eligible for an annual incentive plan.

  • B.S. Degree in Information Technology, Computer Science or related field.
  • Masters Degree in IT or related field, preferred.
