Description:

Background check, US Citizenship, CAC and a secret clearance are requirements of this position. Contingent on contract award.

Technical Support Management (TSM) System Deficiency Records Management Support Specialist to support the United States Coast Guard (USCG) Offshore Patrol Cutter (OPC) Resident Inspection Office (RIO) in Mobile, AL.

Requirements:

Provide OPC RIO, USN Board of Inspection and Survey (INSURV), and shipbuilder personnel with access and training on, and utilization support of the TSM System and Electronic Trial Card (ETC) tool as required.

Support tracking deficiency records and processes including but not limited to: Surveillance (Product Verification/Procedure Review), Test Witnessing, Compartment Completion Inspection, Corrective Action Requests (CARs), Trial Cards, and Project Management records.

Develop and maintain ship unique data and database for OPC RIO deficiency record input into the ETC tool and TSM system.

Assist OPC RIO personnel in maintaining and updating the status of deficiency records from creation through closure in the ETC tool and TSM system.

Assist OPC RIO in the preparation of technical briefings, assessments, audits, and milestone reviews.

Utilize available programs, tools, and data sources; assist in the preparation of weekly program management reports, program technical and financial metric status reports, and other reports.

Provide trial card status reports, through metrics, and progress the correction of deficiencies post-trials; in support of dock side and at-sea portions of trials.

Maintain the ability to provide ETC creation during pre-trial production inspection and test cycles.

Maintain the ability to transfer current cutter ETC tool pre-trial deficiencies, Quality CARs, and prior cutter(s) rollover trial card data into the TSM system.

Assist OPC RIO and INSURV personnel with the creation of new trial cards using the ETC tool.

Assist OPC RIO personnel with pre-screening and screening activities before, during and post trials.

Assist OPC RIO with the tracking, defect coding, and other applicable technical assistance on all trial cards from the ETC tool creation, through closure in the TSM system.

Maintain a deployable mini-local area network and surge support for sea trials consisting of twenty (20) laptops and associated network infrastructure to support dock side and at-sea portions of trials to record deficiencies in the TSM system.

Respond to USN INSURV trial card database requests pre, during, and post trials.

Attend meetings in relation to assigned tasks by the COR.

This position requires eligibility for a Secret security clearance, to be obtained after hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position.


Physical Job Requirements

Mix of desk/computer work in an office environment and periodic visits to waterfront/shipboard environments. May involve repetitive motion, traversing shipboard environments (e.g., confined spaces, ladders, hatches) or vision.


Education/Certification Requirements

Bachelor’s degree.

Six (6) years of relevant experience in a shipbuilding environment.

CompTIA Security+ certification.

Proficient in the use of the Government TSM system and the ETC tool.

Knowledge of ship construction deficiency records management processes.

Proficient with the Microsoft Office suite including Word, Excel, PowerPoint, SharePoint, and Outlook, as well as other software/tools provided on the Coast Guard Standard Workstation.

Strong communication and interpersonal skills.
