Job description

We are currently seeking a Program Management Analyst, Senior to support our PMA-281 customer in Patuxent River, MD customer.

Functional Description: Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules.  Performs management, technical, or business case analyses.  Collects, completes, organizes and interprets data relating to aircraft/project acquisition and product programs.  Tracks program/project status and schedules.  Applies government-instituted processes for documentation, change control management, and data management.

Perform holistic analysis across multiple contracts and government activities to identify cost, schedule, and performance concerns for the program. Perform cross-program analysis to assist in responding to budget drills/actions and producing execution reports. Supports and drafts program milestone related documentation to ensure compliance with all aspects of the DoD and SECNAV 5000 series directives.  Supports the development of program acquisition documentation such as Program Streamlined Acquisition Plans (PSTRAP), Acquisition Strategy Reports (ASR), Procurement Initiation Document (PID), Statement of Work (SOW), funding documents, Contract Data Requirements Lists (CDRLs), and Acquisition Program Baseline Agreements (APBA) and preparation of Selected Acquisition Reports (SAR).  Assess program procedures, practices, philosophies, and documentation for compliance with specifications, contracts, and mission requirements.  Attends, participates, supports, analyzes, provides input, develops, prepares and reports on briefs, point papers, reports, correspondence, meetings, conferences, peer reviews, milestone decisions and review boards.

Duties will include, but are not limited to:

·         Program coordination with stakeholders (i.e. OPNAV, SP-C, RCCTO, Congressional PSM, etc.)

·         Acquisition Strategy

·         Contracting Strategy

·         Contracting SOW and CLIN Structure

·         Transition to ACAT-I or Software Acquisition Pathways

·         Mentoring of CSS analysts and junior government personnel to improve their program management/integration skills with regards to acquisition matters, and financial management.

·         Attend contract meetings and financial reviews and provide input/feedback as required.

·         Attend Level II and Level III Reviews and provide constructive feedback.

·         Perform management, technical, or business case analyses.

·         Apply government-instituted processes for documentation, change control management, and data management.

Required Experience:

A Senior level person within a labor category has over Ten (10) years of experience and a MA/MS degree. A Senior level employee works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. A Senior level person may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.

 

Required Education:  MA/MS Degree

Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s Degree.  Bachelor’s Degree plus 4 years additional work experience may be substituted for a Master’s Degree.

Desired Experience:

Previous experience with ACAT programs Research and Development experience.

This role requires in-person support.

Ability to obtain and maintain a Top Secret-SCI security clearance preferred or ability to obtain. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

 Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $86,190.40 $145,286.60 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems’ total compensation package.
