Fraser is seeking a Director of Learning & Development to lead the organization's enterprise-wide learning, leadership development, training, and workforce development strategy. This role ensures employees, leaders, and teams have the knowledge, skills, and capabilities needed to deliver high-quality services while advancing Fraser's mission, strategic priorities, workforce goals, and regulatory compliance.
Qualifications
  • Bachelor's degree in Human Resources in Organizational Development, Education, Business Administration, or a related field, or an equivalent combination of education and experience required.
  • Master's degree in a related field preferred.
  • Experience in healthcare, behavioral health, human services, education, or another regulated environment preferred.
  • Five (5) years of progressive experience in learning and development, talent development, workforce development, or a related field.
  • Two (2) years of leadership experience supervising staff, leading teams, or managing programs.
  • Commitment to promoting diversity, multiculturalism, and inclusion with a focus on culturally responsive practice, internal self-awareness, and reflection.

Responsibilities
  • Provide strategic leadership for organizational learning, leadership development, and organizational development, aligning learning strategies with Fraser's mission, workforce needs, and business priorities.
  • Lead, coach, and develop the Organizational Learning and Staff Development team while managing departmental operations, budgets, vendors, and learning resources.
  • Design, implement, and evaluate enterprise-wide learning and development programs, including onboarding, leadership development, employee development, compliance training, career pathways, DEIB initiatives, train-the-trainer programs, and specialized training.
  • Partner with operational, clinical, HR, quality, and compliance leaders to identify workforce capability needs, develop learning solutions, and ensure consistent training standards across the organization.
  • Ensure learning programs meet regulatory, accreditation, payer, and organizational requirements through effective compliance reporting, documentation, and audit readiness.
  • Advance leadership effectiveness, employee engagement, succession planning, coaching, change management, and organizational effectiveness through targeted development initiatives.
  • Champion workforce development and internal talent growth by supporting career development, retention, and future workforce planning.
  • Foster inclusive learning experiences by integrating diversity, equity, inclusion, belonging, and inclusive leadership practices throughout learning programs.
  • Oversee the Learning Management System (LMS) and learning technologies to improve learning delivery, reporting, analytics, automation, and operational efficiency.
  • Measure learning effectiveness through performance metrics and continuous improvement, while promoting innovative learning methods and maintaining a network of qualified internal trainers.
