Fleet Management Subject Matter Expert (SME)


Position Summary

The Fleet Management Subject Matter Expert (SME) provides technical expertise and analytical support throughout the lifecycle of Army aviation fleet management programs, with a focus on data analytics, fleet readiness, logistics, sustainment, and acquisition support. The SME serves as the primary advisor for fleet management processes, data governance, quality control, and advanced analytics supporting Capability Program Executive (CPE) Aviation Fleet Management Office. This position leverages enterprise data sources and business intelligence tools to improve operational readiness, optimize maintenance planning, and support strategic decision-making.


Key Responsibilities

  • Serve as the Fleet Management SME supporting Capability Program Executive (CPE) Aviation Fleet Management Office, sustainment, logistics, and acquisition activities.
  • Develop and implement data visualization strategies that support tactical, operational, and strategic decision-making using Microsoft Power BI and Army Vantage.
  • Analyze fleet metrics; performance, maintenance, and logistics data to identify trends, risks, and opportunities for improving aircraft availability and mission readiness.
  • Develop, validate, and maintain analytical models that support fleet management, maintenance forecasting, and operational planning.
  • Provide subject matter expertise in data governance, quality assurance, and quality control processes to ensure the integrity and reliability of fleet management data.
  • Analyze data from Army Vantage Enterprise Resource Planning (ERP) pipelines, including Enrichment Hub and Fusion datasets, to develop actionable business intelligence products.
  • Design, develop, and maintain analytical modules supporting:
    • Aircraft History Analysis
    • Component Reliability and Failure Analysis
    • Aircraft on Ground (AOG) and Material Availability
    • Fleet Readiness and Sustainment Metrics
  • Provide recommendations that improve fleet sustainment, maintenance planning, supply chain performance, and materiel readiness.
  • Support implementation of acquisition lifecycle activities by assessing materiel performance, identifying recurring quality issues, and recommending corrective actions.
  • Develop reports, dashboards, executive briefings, and performance metrics to communicate analytical findings to government leadership.
  • Collaborate with functional stakeholders to identify business requirements and translate operational needs into data-driven analytical solutions.
  • Document methodologies, analytical processes, and project results in accordance with contractual reporting requirements.


Required Qualifications

  • High School Diploma with 17 years of relevant experience; or equivalent combinations of education and experience:
    • High School Diploma with 17 years
    • Associate Degree with 15 years
    • Bachelor's Degree with 14 years
    • Master's Degree with 12 years
    • PhD with 10 years
  • Demonstrated experience supporting DoD logistics or supply management or Army aviation fleet management, logistics, sustainment, maintenance, or acquisition programs.
  • Experience using Microsoft Power BI for dashboard development and data visualization.
  • Experience working with Army Vantage or comparable enterprise analytics platforms.
  • Strong understanding of data analytics, reporting, and business intelligence methodologies.
  • Knowledge of aircraft maintenance, fleet readiness metrics, logistics systems, and materiel management.
  • Experience performing complex data analysis, system integration, and performance assessments.
  • Strong written and verbal communication skills with experience preparing executive-level reports and presentations.


Preferred Qualifications

  • Experience supporting Apache, Cargo, Utility, UAS Program Offices, PEO Aviation, or other Army aviation organizations.
  • Knowledge of Army ERP data sources and enterprise data environments.
  • Familiarity with Army Aviation systems, procedures and sustainment operations.
  • Experience developing predictive analytics or maintenance forecasting models.
  • Knowledge of DoD acquisition, lifecycle logistics management, adaptive acquisition framework, and quality assurance processes.
