About the role
Concept Plus is seeking a Scrum Master to support CI/CD DevSecOps delivery for a client program. This role is responsible for facilitating Agile execution within one or more Scrum teams, ensuring coordinated, transparent, and continuous delivery of capabilities across development, security, and operations.
This position requires a strong understanding of Air Force IT processes and technology stack, including DevSecOps CI/CD pipelines, Cloud One environments, Oracle-based systems, and Java application stacks, operating across classified and unclassified DISA and cloud environments.
The Scrum Master supports one or more Scrum teams while coordinating with other Scrum teams and a Kanban-based Operations & Maintenance (O&M) workstream to ensure work progresses efficiently through the DevSecOps pipeline. This role focuses on maintaining team alignment, removing impediments, and ensuring that work remains visible, well-defined, and aligned with program priorities and mission objectives.
What you'll do
  • Facilitate Agile delivery for cross functional development teams: (daily standups, sprint planning, backlog refinement, sprint reviews, retrospectives) to ensure effective iterative team execution and continuous improvement
  • Ensure Jira reflects real-time execution, maintaining accurate backlog, workflow status, and visibility into progress, blockers, and dependencies
  • Support the Product Owner in backlog refinement and decomposition of Epics, Features, and User Stories into executable work
  • Mentor teams and stakeholders on Agile best practices, scaling patterns, and effective Scrum ceremonies to mature organizational Agile capability.
  • Identify and remove impediments, coordinating with DevSecOps, engineering, and program leadership as needed
  • Enable flow across the CI/CD pipeline, ensuring work progresses efficiently from development through testing, security validation, and deployment
  • Track and manage cross-team dependencies, ensuring alignment across multiple capability teams
  • Drive transparency through Jira dashboards and reporting, reducing reliance on manual status updates
  • Support integration of development, security, and operations activities within Agile execution
  • Foster a culture of accountability, collaboration, and continuous improvement
  • Remove impediments, protect teams from disruptions, and ensure continuous flow and productivity aligned with PDLC/SDLC and DevSecOps practices.
  • Partner with Product Owners, developers, testers, analysts, and the Government PMO to maintain transparency, support prioritization, and align sprint outcomes with ARNG enterprise mission needs.
  • Coordinate lifecycle activities to ensure requirements traceability, documentation accuracy, configuration management discipline, and integration with enterprise architecture and engineering standards.
  • Promote and enable automation, testing practices, CI/CD tooling, secure coding standards, and shift left testing within teams.
  • Facilitate collaboration among Government stakeholders, functional proponents, mission partners, and engineering teams to enable early feedback loops and continuous improvement.

Required Qualifications
  • US Citizenship Required
  • Ability to obtain and/or maintain a Secret Clearance
  • DoD 8140 intermediate certification or DoD 8570 IAM Level II certifications or higher
  • Bachelor's degree in Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, Software Engineering, or a related field
  • IT/program delivery experience with at least 3-5 years serving as Scrum Master or Agile coach for software development teams in enterprise or DoD environments.
  • Demonstrated ability to run multiple concurrent Agile teams, coordinate cross team dependencies, and scale Agile practices across programs.
  • Experience managing multiple Agile teams and mixed Scrum/Kanban environments
  • Experience supporting DevSecOps / CI/CD environments
  • Proficiency with Agile tooling (Jira, Azure DevOps) for backlog management, traceability, and reporting.
  • Strong understanding of team-level execution and cross-team coordination

Preferred Qualifications
  • Experience working with Agile development teams of 20+ FTEs and be familiar with Agile methodologies.
  • Experience supporting DoD or Air Force programs
  • Familiarity with Cloud One environments, DevSecOps pipelines, and secure development practices
  • Experience working across classified and unclassified environments (DISA/cloud)
  • Understanding of Oracle-based systems and Java application stacks
