Job description
Idaho National Laboratory is hiring a Strategic Infrastructure Lead to work on our Real Estate Planning and Acquisitions team. Our team works a 9x80 schedule located out of our Idaho Falls facility with every other Friday off.
The Strategic Infrastructure Lead will guide comprehensive infrastructure siting, programming, planning, and feasibility studies in coordination with organizations across Idaho National Laboratory. This role supports both short- and long-term infrastructure development of the laboratory to enable current operations and future campus growth. The lead plays a central role in the technical evaluation and review of infrastructure proposals, supporting enterprise governance processes, and ensuring proposals are well-defined, technically sound, and aligned with mission priorities, infrastructure capacity, and long-term planning objectives.
The lead contributes to the development and management of campus standards and plans for continuous improvement of the laboratory's physical resources and operations. This includes developing program layouts for new and existing administrative, instructional, and research space, and transitioning conceptual projects into executable scopes upon funding. The role is responsible for developing, validating, and documenting scopes of work, conceptual layouts, schedules, and budgets, ensuring alignment with laboratory policies, infrastructure capabilities, and IRSC evaluation criteria. This includes supporting consistent, criteria-based review across mission alignment, technical feasibility, resource availability, and enterprise impacts.
The Strategic Infrastructure Lead addresses complex, cross-cutting issues involving infrastructure constraints, regulatory considerations, and long-term site impacts by interfacing with land use program managers and planners. They integrate planning activities into the INL Campus Master Plan (and spatial database) and support development of the 10-Year Infrastructure Roadmap, ensuring alignment between strategy, infrastructure readiness, and investment decisions. The role also serves as a key liaison with internal leadership, DOE Real Property, and external stakeholders, while mentoring staff and fostering cross-organizational coordination. This role contributes to modernization of planning and review processes through integration of policy-driven frameworks, and advanced digital and AI-enabled tools.
Essential Job Functions and Responsibilities:
- Lead the development of short-, mid-, and long-range plans, conceptual designs, capital outlay requirements, and documentation for laboratory infrastructure.
- Formulate and coordinate program specifications, requirements for proposals, subcontracts, and associated documents including completion of NEPA documentation and Davis-Bacon Determinations.
- Interface with senior laboratory leadership during all phases of development, expansion, or relocation.
- Coordinate activities with architects, engineers, designers, vendors, and facility managers.
- Advise, consult, lead, and provide feedback on leasing and preconstruction efforts, including assembling business cases, requests for proposal for leases and construction bid packages, directing pre-bid meetings, detailed analysis of bids and lease proposals, award, and contract administration.
- Provide technical expertise and planning to ensure the content of plans accurately depict each directorate's five-year infrastructure plan and aligns with capital investment strategies.
- Interact with other professionals in public meetings and real property transactions, including government officials, land developers, lawyers, special interest groups, and the public to develop or address issues regarding laboratory land use, campus master plans, or joint development interests.
- Establish meaningful, data-driven metrics that inform real estate actions.
- May hear proposals and recommend denial, approval, or conditional approval, as well as make changes as necessary.
- Develop and maintain the laboratory Campus Master Plan, Leasehold Improvement, and/or Lease Acquisition Projects and initiatives which, in combination, serve to advance and improve services and achievement of Laboratory mission goals and priorities.
- May oversee and serve as the lead for assigned monthly Project Review Meetings.
Required:
- Level 3: Bachelor's and 5 years of relevant experience or Master's and 2 years of relevant experience.
- Level 4: Bachelor's and 9 years of relevant experience or Master's and 6 years of relevant experience.
- Relevant experience includes experience in urban planning, strategic planning, portfolio management, geographic science, architecture, engineering, or related field.
- Must have experience with GIS data and tools (such as ArcGIS, Field Maps, Survey 123)
- Must have experience in project and/or infrastructure planning
- Experience within a DOE Laboratory or similarly highly regulated government environment is strongly preferred.
- Valid state of Idaho driver's license
- Experience in institutional campus planning, including site and feasibility studies, land use, and capital planning.
- This position requires a DOE "L" clearance, which requires US Citizenship.
The ideal candidate will possess:
- Experience with the federal capital appropriation system and budgeting cycle.
- American Institute of Certified Planners (AICP) certification preferred.
Physical Requirements:
While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, climb inclined stairways and vertical ladders greater than 6 feet. The job requires hand/finger dexterity to keyboard or type, handle materials, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this classification include close vision, distance vision, depth perception and ability to adjust focus, conduct research and inspect materials. Sufficient clarity of speech and hearing abilities required by this classification includes those which permit the employee to discern verbal instructions, communicate effectively in person, by telephone or electronic mail. Job Information:
- The pay range for this position is: Level 3 ($79,344 - $162,732) / Level 4 ($95,256 - $195,288). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
- Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.
- TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
