General Statement of Job
Under limited direction, plans, directs, and manages the operation, maintenance, repair, rehabilitation, and construction of the City's transportation and stormwater infrastructure systems. Responsible for ensuring safe, efficient, and sustainable service delivery through effective leadership, workforce development, infrastructure asset management, regulatory compliance, budget administration, and customer service. Develops and implements operational strategies, capital improvement initiatives, preventative maintenance programs, and emergency response activities to support the City's long-term infrastructure goals. Responsibilities include oversight of public streets, rights-of-way, sidewalks, bridges, storm drainage systems, traffic control devices, street sweeping operations, mosquito control programs, and related infrastructure assets. Reports directly to the Public Works Director.
Minimum Training and Experience
Education: Bachelor's degree in Civil Engineering, Construction Management, Public Administration, Environmental Science, Transportation Infrastructure Management, or a related field.Experience: Six (6) years of progressively responsible experience in public works, transportation, stormwater, construction, or infrastructure operations, including at least three (3) years in a supervisory or management role.Certifications:
  • Valid driver's license

  • Certified Erosion Prevention and Sediment Control Inspector (CEPSCI Certification)
  • Certified Stormwater Plan Reviewer (CSPR Certification)

Physical Requirements
Must be physically able to operate swing bridge, street sweeper, dump truck, motor grader, loader, roller, back hoe, transit, level, drafting instruments, carpentry tools, chain saw, pipe saw, and a calculator. Must be able to exert up to fifty pounds of force occasionally, and/or up to twenty-five pounds of force frequently, and/or up to ten pounds of force constantly to lift, carry, push, pull or otherwise move objects. Provides leadership, supervision, and direction to Streets & Drainage Division personnel.
Oversees hiring, onboarding, training, performance management, employee development, succession planning, and disciplinary actions.
Establishes performance expectations and service standards while fostering a culture of safety, accountability, professionalism, and continuous improvement.
Coordinates workforce assignments, staffing levels, work schedules, and emergency response operations to maximize efficiency and service delivery.
Plans, manages, and oversees the maintenance, repair, rehabilitation, and construction of streets, sidewalks, rights-of-way, bridges, culverts, drainage systems, and related public infrastructure.
Administers the City's pavement management program, including condition assessments, lifecycle planning, maintenance prioritization, and capital replacement forecasting.

Conducts routine field inspections to evaluate infrastructure conditions, monitor project progress, and ensure compliance with established quality standards.
Ensures compliance with federal, state, and local environmental regulations, permits, and reporting requirements.
Supports resiliency initiatives and sustainable infrastructure practices that protect public assets and

Develops, administers, and monitors the division's annual operating and capital budgets.
Assists in identifying infrastructure needs and developing short-term and long-term capital improvement plans.
Oversees procurement activities, contract administration, and purchasing functions in accordance with City policies and procedures.
Develops technical specifications and participates in the evaluation and acquisition of equipment, vehicles, materials, and contracted services.
Coordinates and oversees construction, maintenance, and capital improvement projects performed by City personnel and external contractors.
Reviews engineering plans, specifications, cost estimates, shop drawings, maintenance manuals, and project submittals for compliance with City standards.
Collaborates with engineers, developers, contractors, utilities, regulatory agencies, and other stakeholders throughout project planning and construction.
Monitors contractor performance and ensures projects are completed safely, efficiently, and in accordance with approved plans and specifications.
Responds to citizen concerns, service requests, and inquiries related to streets, drainage, rights-of-way, flooding, and infrastructure maintenance.
Works collaboratively with residents, businesses, elected officials, and community stakeholders to address operational concerns and infrastructure needs.
Provides technical information, recommendations, and project updates to City leadership, boards, commissions, and the public.
Administers division safety programs and ensures compliance with OSHA regulations and City safety policies.
Conducts safety training and regular safety meetings to promote safe work practices.
Investigates incidents and implements corrective actions to reduce risk and improve workplace safety.
Coordinates preventive maintenance activities with Fleet Management to ensure operational readiness of equipment and vehicles.
Oversees the City's mosquito control program and maintains all required certifications, licenses, and
regulatory compliance requirements.
Coordinates surveillance, treatment activities, public communication efforts, and environmental reporting associated with mosquito control operations.
Participates in emergency preparedness, response, recovery, and continuity of operations activities.
Assists with infrastructure protection and restoration efforts during hurricanes, flooding events, severe weather, and other emergencies.
Serves in a leadership role during emergency operations and may be assigned responsibilities within the Emergency Operations Center (EOC).
Coordinates with City departments, utilities, contractors, consultants, developers, state and federal agencies, and regional partners on infrastructure projects and operational initiatives.
Maintains knowledge of emerging public works technologies, regulatory requirements, and industry best practices.
Represents the City at professional meetings, training programs, and industry organizations as assigned.
ADDITIONAL JOB FUNCTIONS

All employees of the municipality shall learn the emergency operations procedures for their respective department and position and execute these duties fully during times of emergency. This may or may not include assignment to the Emergency Operations Center (EOC).
