Job Description

Responsible for the analysis, development, modification, installation, testing and maintenance of operating systems software. Possesses a strong understanding of systems programming, graphical user interfaces and control languages. Modifies, installs and prepares technical documentation for system software applications. Diagnoses, isolates and de-bugs software problems and performs problem resolution. Monitors systems capacity and performance, plans and executes disaster recovery procedures and provides Tier 2 technical support. Evaluates vendor supplied software packages and makes recommendations to IT management. Modifies and/or debugs vendor-supplied utilities and packages.


Performs work that is highly complex and varied in nature. Develops integrated solutions to resolve highly complex technical and business issues. Recognized expert internally and externally within a discipline(s) and often provides strategic direction, guidance and integration of products and services. May provide guidance/training to more junior staff.


The position will be utilized for 40 hours per week for the duration of this project. The candidate should be able to work flexible hours where it may be necessary for work to be completed outside traditional business hours. The candidate will work closely with the Administration Section Manager to identify, prioritize, and schedule workload and implementation to IT standards and procedures.


The Chart of Account Management System, X12 Claims processing, Freedom Information System (FOI), Travel and Fleet Management System (TravelWin), IRIS (Information Resource Inventory System), Access Rights Management System (ARMS), Personnel Action Information System (PAIS), backend supporting processes, and legacy programs are IT Projects requiring modernization to include additional features to comply with agency technology policies, initiatives, and business operations. This will also include new security policy/procedures as well as integrating system when possible to streamline staff workflows, user security, and data correction. Ensure applications are compatible in major web browsers (IE, Chrome, Firefox, etc.), ensure supporting system database connection strings are update to support database migration from DB2 to SQL database, add required functionality to existing systems to retire active mainframe forms, and streamline backend process where possible.


Module support of the project.

DHEC will require that selected personnel sign the DHEC confidentially agreement and/or Business Associate (BA) agreement if applicable. All web services must be secure.

DHEC will not accept any offers including an "up-lift" charge. The rate paid per consultant must not exceed the maximum rate established for this position described in the State contract terms.

Contractors must be onsite during each week throughout the term of the contract.

Follow agency IT Standards, policies, and procedures to include documentation.

All source code (compiled and un-compiled) will become the sole property of the South Carolina Department of Health and Environmental Control. Any source code, data, product, or functionality resulting from this SOW or previously owned/developed by DHEC will remain the sole property of DHEC and is not to be incorporated into the core product of any vendor's application. Any modifications and interfaces developed under said contract will be not be used by the contractor for any independent project of the contractor or published or publicized by the contractor without written permission of DHEC.

Application should be browser neutral and work on at least Internet Explorer 8.0 and higher, current version of Firefox/Mozilla, and be compatible with workstations running Windows 2000 or Windows 7 without having the .NET framework installed.

DHEC has the final say on all programming language choices.

Payment Schedule:

All timesheets shall be entered and approved in a timely manner per State contract terms. The State will not pay any extra costs (i.e. Travel, employee benefits, insurance, room and board, etc.) for temporary employees under this contract.
