Job description
Clark County Public Health's Infection Prevention (IP) and Immunization (IZ) Program Manager provides expertise, leadership, and management for this program within the Infectious Disease portfolio. The program assesses and supports infection prevention practices and outbreak management for highly pathogenic infections and other infectious diseases in health care and congregate settings. It also prevents transmission of vaccine-preventable diseases through community health education and promotion, community partnerships, and assuring quality management of community provider vaccine programs, as well as focused community-based vaccine administration for special settings or as part of outbreak response.
The Program Manager coordinates closely with other program managers in the division. This position represents the department with relevant state and federal agencies, healthcare provider partners and community partners to respond to infectious disease situations and outbreaks, participate in epidemiologic surveillance and prevention, and meet national and state standards for PH IZ and IP practice. The incumbent will promote and prioritize health equity approaches. The incumbent will work with CCPH leadership when responding to sensitive inquiries and complaints and when working to resolve applicable policy and operational issues.
KEY OR TYPICAL TASKS AND RESPONSIBILITIES
• Define goals and objectives; forecast, plan and coordinate implementation of Infection Prevention and Immunization strategies, program and system plans; develop, implement and monitor program policies and procedures; and manage daily operations.
• Provide leadership and technical expertise for the program team. Select, train, supervise and evaluate program staff, supporting workforce development and equity goals.
• Analyze data on disease epidemiology, community needs and service provision to share with public and key community partners; use data to inform and evaluate program and policy efforts and equity approaches; broadly evaluate options and present plans to executive level leadership.
• Provide subject matter expertise for the appropriate implementation of public health policy and practice in the areas of Immunization, Infection Prevention, and Healthcare Acquired Infection case investigation. Participate with the Health Officers in creating and updating nurse standing orders. Asure compliance with department, county, state, and federal policy and law.
• Provide leadership and partner development for effective and inclusive community engagement, collaboration, and health promotion activities and so the program may serve as a regional multi-county resource as needed, applying expertise to unite others in support of goals.
• Interact with and represent the department to diverse external partners to provide assessments and recommendations, coordinate care, resolve immunization management and infection prevention control problems, and identify new opportunities to improve immunization practice and infection prevention control throughout service delivery based on best and emerging practices.
• Assure required grant deliverables and reporting obligations are completed accurately and on time.
• Develop and maintain processes and systems for managing program inventory and supplies. This includes medication management procedures and policies.
• Provide program fiscal management including development and presentation of the program's operating budget, monitoring of revenues and expenditures, development or improvement of funding mechanisms and sources, ensuring that program activities are within budget and as cost effective as possible.
This position has the option of a remote/hybrid work schedule possibility. However, the candidate selected must reside in OR or WA. No Exceptions. Candidate must be available for all in person meetings.
Qualifications
Education and Experience:
Applicants must demonstrate a minimum of five years (5) years of related experience including at least one year of experience in a leadership role managing people or a combination of education, experience and training that demonstrates the ability to perform the work. Applicants must have a Bachelor's degree.
All relevant experience, including lived, volunteer, or professional, or a combination of experience and education that demonstrate the ability to perform the work will be considered for the position. Preferred qualifications include a Master's degree in Public Health (MPH) or licensure in the state of Washington as registered nurse with a Bachelor of Science in Nursing (BSN). Experience in public health nursing, epidemiology, and certification in infection control (CIC) are preferred.
Incumbent must be a resident of Oregon or Washington to finalize and complete processes to onboard as an employee of Clark County.

- Express ideas effectively both orally and in writing and maintain accurate records.
- Effectively use a personal computer, Microsoft Office software, email, and internet.
- Effectively plan, direct, and partner with leadership, management, and staff to implement racial equity practices as part of program-level efforts.
- Effectively and respectfully work with persons from diverse backgrounds, and at all levels of the organization.
- Other Special Requirements:
- Is prepared to serve in a position under emergency incident command structure.
- Pass respiratory mask fit-testing and be able to wear standard department-issued masks.
- Provide documentation of immune status to vaccine preventable diseases, and/or participate in the employee immunity program.

Work is typically performed in hybrid capacity, including community, home, and office-based settings with variations in temperature and noise levels. Work environments also include some field work and travel to meetings, training/seminars, and various public events (including evening meetings) and reliable transportation is required.

Essential tasks involve reading and reviewing written documents and the use of personal computer software applications; oral communications both in person, via webcam, and via telephone.
