Job Summary:

Repsol Renewables North America (RRNA) is seeking a Manager/Sr Manager of Procurement - Indirects, Development, O&M to join our dynamic and growing team. This position will lead and oversee procurement support across three critical service areas: operations and maintenance, indirect and corporate services, and development-related procurement. The role is responsible for developing sourcing strategies, managing procurement intake and prioritization, leading competitive tenders and direct award processes, supporting contract negotiation and approvals, and ensuring compliant execution through Ariba and SAP. This role will manage and provide day-to-day leadership to the procurement team members supporting O&M, indirect, and development procurement activities, and reports to the Vice President of Procurement North America.

This position is based in Downtown Houston with a hybrid work model of 3 days in the office and 2 days from home.

Key Responsibilities

  • Lead procurement support across O&M, indirect/corporate services, and development-related scopes, ensuring clear ownership, prioritization, and timely execution across the team.
  • Manage, coach, develop, and direct team members responsible for O&M, indirect, and development procurement support, including workload planning, prioritization, stakeholder communication, escalation management, and performance expectations.
  • Partner with internal stakeholders to define procurement needs, intake priorities, contracting plans, sourcing schedules, and execution paths for recurring and non-recurring procurement requests.
  • Lead or oversee procurement processes for operating assets, development projects, corporate functions, and other internal customers, including competitive tenders, direct awards, contract amendments, scope expansions, and approval workflows.
  • Manage relationships with vendors, including supplier identification, supplier onboarding and registration, prequalification, technical proposal review, commercial evaluation, and contractual negotiation.
  • Assist the VP, Procurement NA with the development of contracting strategies, processes, and procedures that result in the best value for Repsol and improve procurement service delivery.
  • Oversee preparation of procurement request documentation, prequalification materials, call-for-bid packages, award reports, task orders, work orders, amendments, and related approval materials in accordance with corporate procurement procedures.
  • Coordinate bidding clarifications, technical and commercial evaluations, award recommendations, and approvals while ensuring timely progress and proper documentation.
  • Lead or oversee commercial negotiations, including pricing, scope alignment, service levels, liability positions, and risk allocation, to obtain best overall value and mitigate risk for Repsol.
  • Liaise with O&M, Asset Management, Development, Engineering, Construction, Finance, Legal, Insurance, HSE, Communications, HR, and other corporate functions to ensure procurement documents and contracts meet business requirements.
  • Oversee Ariba and SAP-related procurement activities, including sourcing project creation, approval workflow support, vendor registration, vendor updates, outline agreement funding, purchase order support, contract workspace management, and audit-ready recordkeeping.
  • Archive and maintain documentation of all tendering, approval, contract, and post-award processes in accordance with audit and compliance procedures.
  • Provide post-award support to contract holders, including change orders, amendments, task order/work order expansions, funding questions, invoice support, and contractual correspondence.
  • Ensure contractual certificates, bonds, insurance requirements, compliance documentation, and vendor onboarding requirements are in place in due time.
  • Ensure procurement risk management procedures are followed through tendering, awarding, contracting, and post-contract administration processes.
  • Support and oversee procurement for a broad range of services, including O&M services, vegetation management, environmental and permitting support, energy assessments, owner's engineer services, independent engineer services, interconnection support, recruitment services, communications services, consulting, insurance-related studies, and other indirect or development-related scopes.
  • Build and maintain procurement metrics, OPEX and services cost data, procurement intake tracking, supplier performance information, and lessons learned to support budgeting, forecasting, financial modeling, and stakeholder planning.
  • Track relevant market trends, supplier capabilities, labor availability, regulatory developments, contracting risks, and commercial conditions affecting O&M, development, and indirect procurement activities.
  • Maintain risk assessments related to labor market, supply chain, ESG, compliance, commercial terms, supplier onboarding, and regulatory risk.
  • Participate in development, engineering, design, construction, operations, asset management, and corporate planning discussions where procurement input is required.
  • Other duties as assigned.

Requirements

  • Lead, develop, and hold accountable a procurement team supporting multiple stakeholder groups while balancing competing priorities across O&M, development, and indirect/corporate services.
  • Perform contract, commercial, and basic economic analysis and synthesize results for business stakeholders and leadership.
  • Review and synthesize scopes of work, proposals, technical documents, commercial offers, approval materials, and data from vendors and internal stakeholders.
  • Work in a high-volume, project-type environment with tight deadlines, concurrent deliverables, urgent stakeholder needs, and evolving business priorities.
  • Connect, manage, and collaborate with key suppliers in support of value creation, service continuity, and risk mitigation for the company.
  • Apply procurement policies and norms to determine when matters should be tendered, directly awarded, treated as expansions or amendments, or handled through delegated purchasing authority.
  • Implement strategies and actions through influence, persuasion, and clear communication with stakeholders who may have competing objectives.
  • Strong meeting facilitation, presentation, escalation management, and stakeholder alignment skills.
  • Excellent networking, communication, and interpersonal skills complemented by the ability to develop and sustain strategic relationships across operations, development, finance, legal, HR, communications, engineering, construction, and corporate support functions.
  • Solid project management, financial analysis, cost management, procurement planning, and supplier management skills.
  • Self-starter with the ability to work with minimal supervision while setting direction, providing coaching, establishing expectations, and driving accountability across team members.
  • Strong knowledge of SAP Materials Management, SAP Ariba Sourcing, Ariba Contract Management, supplier enablement, approval workflows, outline agreements, purchase orders, and procurement documentation requirements.

Education/Experience:

  • Must be authorized to work for any US employer,without the need for work visa sponsorship now or in the future.
  • Bachelor's degree in Supply Chain Management, Business, Finance, Engineering, or another related discipline strongly preferred. CIPS or other related professional certifications preferred.
  • 7+ years of progressively responsible procurement, sourcing, contract management, supply chain, or related renewable energy experience, including experience supporting services procurement, indirect procurement, development-related procurement, or O&M procurement.
  • Experience supporting renewable energy, utility-scale power, infrastructure, or corporate services procurement is preferred, including experience with O&M services, development support services, indirect/corporate services, contract administration, supplier management, and stakeholder-facing procurement support.
