COUNTY ADMINISTRATOR - Rankin County


CHARACTERISTICS OF WORK

The County Administrator will serve as the administrative supervisor of all clinical staff in their respective area of Region 8. They are responsible for coordinating all activities of the respective centers. In addition, they provide day to day administrative supervision of all staff assigned including clerical staff.  


EXAMPLES OF RESPONSIBILITIES  

  • Represent Region 8 and Region 8 Administration in a positive manner at all times both internally and externally.
  • Always lead by example and be a positive role model for coworkers.
  • Maintain documentation as evidence that all duties are completed in accordance with program requirements contained in the Mississippi Department of Mental Health Operational Standards.
  • Maintain proper training, continuing education, qualifications, and other certifications required for this position as written in the Mississippi Department of Mental Health Operational Standards.
  • Maintain close communication with Region 8 Clinical Director and Children's Director.
  • Advise appropriate staff of all administrative and financial matters, the implementation of policy and the delivery of services.
  • Develop and maintain working relationships with public and private agencies.
  • Supervise the coordination of treatment functions.
  • Ensure Clinical staff meetings are conducted. 
  • Implement consultation and education services to the community and implement in-service and staff development activities for their center.
  • Interview job applicants and make recommendations for filling of staff positions in their respective centers.
  • Delegate responsibilities for center activities to other mental health center staff under their supervision.
  • Schedule staff to ensure adequate personnel coverage in accordance with Region 8 Policies.
  • Monitor daily activities, including staff actions, for compliance with Region 8 Policy.
  • Assist in developing and preparing annual budget.
  • Ensure proper maintenance of facility records.
  • Ensure adequate security for program, staff and consumers.
  • Participate in monthly management team meetings as requested by your Supervisor.
  • Ensure Clinical staff is present and held accountable.
  • Maximize funding without comprising consumer care.
  • Coordinate facility management with administration.
  • Ensure that policies and procedures are followed.
  • Ensure that staff provides their 5 & 6 hours of direct service daily.
  • Build morale and create unity in the workplace.
  • Provide a comfortable and safe environment for staff.
  • Loyalty to administration and Region 8.
  • Responsible for all staff needs: properly structured caseloads, caseload percentages, and new staff training.
  • Ensure appropriate documentation and record keeping of all staff.
  • Communicate well with staff and supervisors.
  • Provide immediate response to consumer needs.
  • Ensure filing is caught up and insure filing staff are always using time efficiently and being productive in the conference room.
  • Responsible for daily/monthly paperwork such as- Sals, Notes, Time Sheets, Travel Vouchers, Leave Requests, Itineraries, Document Problems, Incident Reports, Staffing, Direct Service Report, 30 Day Report, Outreach Report, Employee Evaluations. 
  • Support Psychosocial Program- referrals and communication - ensure we meet new expectations of stability in the program with current attendance and increase daily average of attendance. 
  • Support Day Treatment Programs- referrals and communication - ensure we meet new expectations of stability in the programs with current attendance and increase daily average attendance.
  • Provide support for staff in all situations.
  • Provide consistent supervision with all staff according to Region 8 Policy.
  • Ensure intake clinics are covered.
  • Ensure that staff follows all DMH and Medicaid guidelines.
  • Ensure that all phone calls are returned at the end of each business day.
  • Ensure that staff (including you) work an 8-hour day and adhere to the work schedule that is approved for each employee by administration.
  • Ensure that staff are trained appropriately.
  • Ensure that staff use sign in and out book.
  • Ensure that the Mental Health Center is always covered with a clinical staff person.
  • Ensure that you and your staff work as opposed to socializing and gossiping and remain professional at all times.
  • Recommend promotions for staff who produce and support Region 8's philosophy and administration.
  • Behavior displayed should be positive about Region 8 on and off the job by you and your staff.
  • Willingly and pleasantly carry out directives requested by the Executive Director, Clinical Director, Children's Director, Director of Administration, and the Business Manager.
  • Never question or discuss in a negative way, decisions or policies made by anyone in administration, with or in front of your employees or anyone in the communities we serve.
  • All other duties as assigned by supervisor.


QUALIFICATIONS

Bachelor's Degree in Administration or a mental-health related field or a minimum of 3 years experience in administration.
