Scope of Project

The selected consultant will manage and support E-rate initiatives for the Mississippi Library Commission by working with library systems to assess technology needs, coordinate E-rate funding applications through the USAC Portal, and support technology infrastructure projects. The consultant will also assist with procurement activities, vendor coordination, and ensure compliance with federal E-rate regulations and Mississippi procurement policies.


Responsibilities:

  • Perform and/or review site assessments and work with library system directors to determine local technology needs.
  • Work with library systems to prepare and submit E-rate applications through the USAC Portal to obtain telecommunications discounts.
  • Review and respond to Program Integrity Assurance (PIA) requests from USAC by providing clarifications and additional information as required.
  • Manage the development, implementation, and coordination of IT projects from initiation through completion.
  • Oversee vendor migrations and ISP migrations.
  • Develop and manage Requests for Proposals (RFPs) in accordance with state and local procurement policies.
  • Administer contracts and ensure compliance with applicable procurement laws and regulations.
  • Collaborate with public libraries, library stakeholders, and vendors to support project objectives.
  • Supervise multiple divisions and coordinate project activities.
  • Participate in strategic planning initiatives related to technology infrastructure and library services.
  • Utilize Windows 10 and related technologies to support project activities.
  • Generate E-rate reports and manage applications using the USAC Portal.


Required Skills:

  • Minimum 10 years of experience in IT Project Management.
  • Minimum 5 years of experience working with the E-rate program.
  • Knowledge of the laws, rules, and regulations governing the E-rate program administered by the Universal Service Administrative Company (USAC).
  • Experience with the USAC Portal, including running E-rate reports and filing E-rate applications.
  • Experience with Program Integrity Assurance (PIA) reviews.
  • Knowledge of technology infrastructure and end-user devices.
  • Experience with networking hardware including wireless access points, switches, routers, and cabling.
  • Advanced experience with Windows 10.
  • SME-level experience in Project Management.
  • SME-level experience in Procurement, including knowledge of state and local government procurement policies and RFP development.
  • SME-level experience in Staff Supervision.
  • Advanced experience with ISP Migrations.
  • SME-level experience managing and coordinating vendor migrations.


Preferred Skills:

  • Experience working with Mainframe Management, including operating system upgrades, installation, and management.
